Orengo Declares 3 Cabinet Positions Vacant

The County Government of Siaya has announced vacancies for County Executive Committee (CEC) members under Governor James Orengo’s administration.

In a job vacancy announcement notice dated June 8, interested applicants are required to submit the applications by June 18.

The vacancies include CECMs in Finance and Economic Planning, Health and Sanitation, and Education, Youth Affairs, Gender and Social Services tied to the tenure of Governor James Orengo.

During the application process, candidates will submit their applications along with their resumes and certified copies of their academic and professional certificates.

“Applicants should submit their applications together with their detailed resumes and certified copies of their Academic and Professional certificates, Testimonials, National Identity Card/Passport and any other supporting documents to the undersigned on or before 18th June, 2026,” part of the announcement read.

Further, candidates have been directed to indicate the position they are applying for on top of the envelope and address it to the Governor, the Executive Department in Siaya under the P.O. BOX 803 – 40600.

Additionally, women, minorities, and persons living with disabilities have been encouraged to make applications for the open vacancies.

Delivery of the hard copy applications is limited to the official working hours of the office of the Governor.

Clearance Documents Required for Application in Orengo’s Cabinet

  • Kenya Revenue Authority (KRA)
  • Ethics and Anti-Corruption Commission (EACC)
  • Criminal Investigation Department (Certificate of Good Conduct)
  • Higher Education Loans Board (HELB)
  • Credit Reference Bureau (CRB)

According to the vacancies notice, shortlisted candidates will undergo vetting and approval by a select committee of the County Assembly of Siaya before appointment.

However,  potential candidates have been warned that any canvassing will result in automatic disqualification. In contrast, shortlisted candidates will be required to produce their original identity cards, academic and professional certificates, testimonials, clearances, and other relevant documents in support of their applications.

Cabinet Change

The announcement of the CECM position follows the exit of cabinet members who previously held the positions, including Grace Agola in Finance and Economic Planning.

Further, Martin Odhiambo Konyango held the position in the Health and  Sanitation, while Education, Youth Affairs, Gender and Social Services was under Edgar Otumba.

Orengo Re-election and Resistance

Under the Linda Mwananchi  ODM faction, Governor James Orengo has been endorsed as the acting ODM leader and a potential presidential candidate in the 2027 elections.

However, the faction is currently facing backlash from Siaya Senator Oburu Odinga, who has affirmed his position in Siaya in 2027.

In addition, Homa Bay Governor Gladys Wanga, a supporter of the broad-based government, has dismissed Orengo’s resistance to ODM’s unity with UDA, calling it impractical.

Kisumu Governor Anyang’ Nyong’o has also affirmed his support for Oburu and dissociated himself from James Orengo on the political alliance.

Further, Kisii Governor Simba Arati, in coordination with allied leaders, has backed ODM’s broad-based politics and does not support Orengo’s stance on non-alliance parties.

Supporters of Orengo on Broad-based Alliance Politics

Despite facing resistance from several leaders and members of the ODM, Siaya Governor James Orengo has gained support from ODM Secretary General Edwin Sifuna, Vihiga Senator Godfrey Osotsi, Embakasi East MP Babu Owino, Kisii Senator Richard Onyonka, and MP Caleb Amisi.

“Linda Mwananchi will form the next government, and the sixth president will come from this movement,” Vihiga Senator Godfrey Osotsi stated during an address to his supporters at Shamakhokho in Vihiga County.

Further, Kitutu Masaba MP Clive Gisairo said the government they will form will be different and not self-centered like the Kenya Kwanza administration that the Linda Mwananchi faction was fighting against.

In addition, members of the Leader Mwananchi faction have expressed a willingness to register the People’s Renaissance Movement (PRM) if the ODM party fractures.
