On November 18, National Assembly Speaker Moses Wetangula led the House in bidding farewell to Aloisio Lekulo, the Chief Serjeant-at-Arms of the National Assembly.
Mr. Lekulo, a dedicated public servant, has served the nation for over three decades, including 19 years in Parliament. His tenure saw the transformation of the Sergeant-at-Arms unit into a full Directorate, enhancing institutional capacity and professional standards within the Parliamentary Service.
In his address, Speaker Wetangula said:
“Today, in the penultimate days of his service, Members of the House honoured and celebrated him, paying tribute to his commitment and wishing him well. As Chairperson of the Parliamentary Service Commission, I join them in extending my sincere best wishes to Mr. Lekulo in his retirement.”
Aloisio Lekulo Career Background
Aloisio Nterepu Lekulo has served the Kenyan Parliament with distinction for nearly two decades.
He began his parliamentary career in 2006 as a Senior Serjeant-at-Arms and rose to become the Chief Serjeant-at-Arms/Director, a position he held until his upcoming retirement on November 24, 2025.
His tenure is marked by significant contributions to the professionalisation and capacity-building of the Serjeant-at-Arms service, including the implementation of specialised training programs in VIP handling, security, and event management.
Under his leadership, officers were registered with international associations, including the Commonwealth Serjeant-at-Arms Association and the National Legislative Society of Serjeant-at-Arms Association-America (NLSSA), bringing the service in line with global best practices.

He also played a key role in parliamentary governance as a member of the National Assembly Board of Management (BOM).
Before joining Parliament, Mr. Lekulo had a rich career in public service.
Between 1996 and 2006, he served as a District Officer in the Provincial Administration across Isiolo, Trans-Nzoia, and Laikipia, overseeing critical assignments in security and land administration.
Earlier, he worked as a teacher at Garbatullah High School, inspiring many youths in challenging environments to pursue education.
Mr. Lekulo is widely recognised for his leadership, diligence, and commitment to service, leaving a lasting legacy in both public administration and parliamentary security.
Roles of Chief Serjeant-at-Arms
The Serjeant-at-Arms of the National Assembly is a Parliamentary officer tasked with maintaining order and decorum in the House by enforcing the Standing Orders, Speaker’s Rules, and other directives.
The officer also carries out ceremonial duties, including the formal handling of the mace during ordinary and special sittings.
Beyond ceremonial roles, the Serjeant-at-Arms ensures proper conduct during meetings and, when necessary, has the authority to remove disruptive members or guests.
Officers serving in this capacity are typically drawn from disciplined services, the Provincial Administration, or other officials with experience in security, protocol, and management.
