Immaculate Kassait is Kenya’s first Data Commissioner, appointed on November 13, 2020, by the President, following a competitive recruitment process by the Public Service Commission (PSC) and vetting by the National Assembly.
Immaculate has served as an advocate of the High Court of Kenya for 14 years, making notable contributions to the legal field in Kenya.
On March 8, the family of the Data Commissioner lost their 13-year-old son. Friends, family, and government officials have sent their condolences to the family, including President William Ruto.
“We extend our sincere condolences to Hon. William Kamket and his family following the loss of their beloved son, Bill Ballot Kassait Jnr,” read part of the condolence message from the president.
Early Life and Educational Background
Kassait was born and raised in Kenya. Information on her early primary and secondary education has not been publicly disclosed.
Immaculate attained a master’s in business administration from USIU Africa, a Post-Graduate Diploma in Law from Kenya School of Law, and an Undergraduate Degree in Law from Makerere University.
Family
Kassait is married to the Tiaty Member of Parliament, William Kamket. Kassait has been careful about the children’s digital footprint.
The public has limited knowledge of the children, except for the couple’s lastborn son, Bill Ballot Kassait, who recently passed away.
Career and Achievements of Immaculate Kassait
Immaculate Kassait was sworn in as Kenya’s first-ever data protection officer on November 16, 2020, by former President Uhuru Kenyatta, to actualize the Data Protection Act 2019.
According to the act, the DPC has the power to conduct investigations on its own initiative or in response to a complaint from a data subject or a third party, and to impose administrative fines for noncompliance with the act.
As the country’s first Data Commissioner, Kassait was tasked with promoting international engagement and collaboration on data-related matters.
In addition, she had to ensure Kenya’s compliance with data protection obligations under international conventions and agreements.
Under her leadership, the Office of the Data Protection Commissioner (ODPC) developed its inaugural strategic plan 2022-2025.
Before her appointment, Kassait served as the Director of Voter Registration and Electoral Operations at the Independent Electoral and Boundaries Commission (IEBC) from 2010 to 2020.
During her time at the IEBC, she managed a voter database of 19.6 million Kenyans and oversaw elections.
She was also involved in setting up and operationalizing electoral processes at IEBC and the Interim Independent Electoral Commission (IIEC).

In her work experience, Kassait worked with the Institute for Education in Democracy (IED) and Federation of Women Lawyers (FIDA Kenya).
She also served as the Chairperson of the Taskforce on Development of the Data Protection Regulations, 2021, and was recognized amongst the top 25 Women in Digital in Kenya.
During the setting up of the first domestic Observation Programme for the Commonwealth Secretariat, Kassait was instrumental while working at the Institute for Education in Democracy (IED).

Awards
In December 2025, Kassait was awarded the esteemed title of Senior Counsel, alongside 53 other advocates of the High Court of Kenya, by President William Ruto at State House.
In 2017, she received the Moran of the Burning Spear (MBS), Presidential Award for her outstanding work in public service.
Additionally, Kassait is one of the two Building Resources in Democracy and Governance (BRIDGE) accrediting experts in Kenya.
Currently, Immaculate serves as an advocate of the High Court of Kenya, with 14 years of experience.
