Samuel Moroto Chumel is a Kenyan politician and is the current Member of Parliament for Kapenguria Constituency, West Pokot.
Early Career and Educational Background
Samuel Moroto Chumel attended Ortum Boys High School, completing his secondary education in 1979.
From 1983 to 1999, he worked under the Teachers Service Commission (TSC).
In 1996, he was elected Chairman of the Kenya National Union of Teachers (KNUT) for the West Pokot branch.
His advocacy for teachers’ rights and educational reform gained momentum, and in 1999, he became the Branch Executive Secretary of KNUT.
After working for years in the education sector, he pursued higher learning at Daystar University, where he earned a Bachelor of Arts in Community Development in 2015.
By 2018, he had enrolled in a Master’s program in Community Development at Daystar University, further equipping himself with the tools to address systemic issues in his constituency.
Political career
Moroto’s political journey began in 2001, when he won the Kapenguria parliamentary seat in a by-election following the death of the incumbent MP, a seat he successfully defended in the 2002 general elections.
In 2006, he was appointed Assistant Minister for Public Health and Sanitation under President Mwai Kibaki, serving until 2007.
However, in the 2007 general elections, he lost his seat amidst the ODM political wave that swept across much of the Rift Valley.
Moroto made a strong political comeback in 2013, winning the Kapenguria seat with a significant margin.
He retained his position in the 2017 elections under the Jubilee Party and again in 2022 on a United Democratic Alliance (UDA) ticket, cementing his political influence in the constituency.
Moroto has served on key committees, including the Budget and Appropriations Committee and the Members’ Service and Facilities Committee.
In 2021, Moroto was arrested by the Directorate of Criminal Investigations (DCI) while visiting evicted families in the Trans-Nzoia scheme.
He was later charged with destruction of property and released on a KSh500,000 cash bail.
