David Keter Kipsang, famously known as Dollarline, won the United Democratic Alliance (UDA) party nomination for the Emurua Dikirr parliamentary elections in the upcoming mini-poll scheduled for May 14. The ruling party held the its primaries on March 27.
According to the provisional results, Keter garnered 13,749 votes, beating his closest competitor, Bernard Kipkoech, who got 13,394 votes.
Others were Ezra Sowe, Tito Rotich, Saitoti John, Wakili Gideon, and Joseph Chelosgei.
Supporters of David Keter have described him as a businessman, commercial farmer, and longtime political networker and kingmaker who supports employment for youth and adults in Emurua Dikirr.
Through his networking with government officials, he secured jobs for the residents of Emurua Dikirr in the Kenya Police Service, the Prisons, KDF, the Teachers Service Commission, and various parts of the public and private sectors.
Early Life and Education
David was born in 1970 in the Chelemei area, also known as Kapsasian Ward, in the Emurua Dikirr Constituency.

Political Career and Achievements of David Keter
Keter’s political journey began in 2007, when he served as a key strategist and supporter for the late Hon. Johana Ng’eno’s initial bid for Kilgoris constituency.
Although the bid was unsuccessful, Keter established himself as a formidable kingmaker and networker.
His influence grew as he collaborated with the late Narok County CEC John Marintany to make Samuel ole Tunai the county’s first governor.
In addition to the collaboration, Keter is credited with advocating for a Kalenjin running mate, Evelyn Chepkirui Aruasa, to deputize gubernatorial candidate Ole Tunai.
Since the formation of the Emurua Dikirr Constituency, Keter has contested the parliamentary seat in 2013, 2017, and 2022.
In 2013, he received approximately 7,000 votes, and in 2022, the number increased to 14,596.
During the three years he contested the MP seat, Keter finished as the runner-up to his long-term political opponent, the late Ng’eno.
As a business tycoon, Keter was nicknamed Dollarline. He owns and operates an extensive petroleum distribution business in Bomet, Narok, Kericho, Nakuru, and Nairobi.
In addition to his energy ventures, Keter is a prominent commercial farmer, maintaining large-scale operations focused on Dorper sheep and Sahiwal cattle in Transmara South, Transmara East, and Narok West.

Ezra Sawe, an employee of the Narok County Government, and Bernard Rono, a county administrator, formally withdrew from the contest.
The Independent Electoral and Boundaries Commission (IEBC) has scheduled the Emurua Dikirr by-election for May 14, 2026, with 44,447 registered voters expected to cast their ballots across 94 polling stations.
IEBC has an estimated budget of Ksh59 million to hold the byelections.
Emurua Dikirr parliamentary seat fell vacant following the death of the late Johanna Ng’eno, who died in a chopper crash.
