Nairobi City Hall has identified 158 buildings across the city for non-compliance in its ongoing repainting and maintenance drive.
The county government stated that the initiative aims to restore the city’s aesthetic appeal and ensure property owners meet public health and urban standards.
In the latest crackdown, on November 11, the owner of Easy Coach was arrested over non-compliance.
Health and Nutrition County Executive Committee Member (CECM), Suzanne Silantoi, confirmed that 31 buildings are currently facing penalties, while out of the 158 flagged, only 41 have complied with the repainting directive.
“We are going that people will comply to the notice, in fact some have already started to comply,” she said.
Notices have already been served to the owners of the flagged buildings, with the county warning that failure to comply with repainting or renovations may result in fines or closure.
Nairobi City Hall Flags 158 Buildings for Non-Compliance in Repainting
In a statement on November 7, Nairobi City Hall warned property owners who had failed to repaint their buildings that they faced possible penalties.
The county prepared a citywide inspection that started on Monday, November 10, to ensure all premises met maintenance standards.
Health and Nutrition CECM Suzanne Silantoi confirmed that officers from the County Department of Health and Nutrition will carry out an intensive verification exercise to identify buildings that have not complied with the repainting directive.
“From Monday, our officers will commence compliance checks on all buildings — both those that have repainted and those that have not. We issued a 14-day ultimatum, and while many have responded positively, a number are still lagging,” Silantoi said.

The directive applies to property owners, tenants, and management agents across key commercial areas, including the CBD, Westlands, Upper Hill, Ngara, Kirinyaga Road, and major shopping centers.
Non-compliant buildings risk penalties, including statutory closure or prosecution.
“Restoring Nairobi’s image as a clean, modern African capital is paramount. This is the capital city — we must reflect that in how our buildings look,” Silantoi said.

Sakaja Waives Repainting Fees
To encourage compliance, Governor Johnson Sakaja waived all repainting permit fees, easing the financial burden on property owners amid challenging economic times.
According to the county, the directive is backed by the Public Health Act and the Physical and Land Use Planning, which mandate that all buildings meet minimum public health and maintenance standards.
While many property owners have already complied — including the I&M Building and several others — some have ignored the notice, with several structures reportedly un-repainted since their construction decades ago.
