The Kenya National Highways Authority (KeNHA) has received a KSh389.1 million grant from the World Bank to help upgrade and improve the road network in 9 counties, improve access to basic socioeconomic services in the project area, enhance digital connectivity in selected areas, and institutional capacity of transport
In a notice on November 18, 2025, KeNHA explained that the transport sector will benefit significantly, as the funds will be channeled to the proposed Roads for Rural Economic Development Project (RREDP).
The authority intends to apply part of the proceeds to payments for preparatory activities, including the procurement of goods, non-consulting services, and consulting services under the proposed project
Main Project Components
The project is divided into three components, with the first targeting improvements to the road networks and bridges in 9 counties: Nakuru, Bomet, Narok, Migori, Kericho, Uasin Gishu, Nandi, Kisumu, and Elgeyo Marakwet.
This addresses numerous transport challenges that befall most of these areas, especially during the rainy season, when most rural roads are impassable due to floods and bad conditions, adding to the damage to farm produce in the farms.

The RREDP targets these pain points, promising an overhaul in rehabilitating rural roads and building resilient bridges to slash travel times; enhancing access to schools, health centres, and markets; rolling out fiber-optic cables for digital connectivity in rural areas; and helping strengthen transport and the institutions related to it.
Services to be procured under a grant
The consulting services to be procured through Open International Competitive Procurement, as outlined in the notice, are as follows:
- Carrying out feasibility and engineering design studies for selected roads, bridges, and Fiber optic cable installations in selected rural areas, as well as preparing the associated safeguards instruments.
- Carrying out needs assessment to identify and prioritize community socio-economic infrastructure aimed at improving access to basic services within the project area.

According to KeNHA, procurement of contracts financed by the World Bank will be conducted in accordance with the procedures specified in the World Bank’s Procurement Regulations for IPF Borrowers, First Published July 2016 and Revised Sixth Edition February 2025, and is open to all eligible firms and individuals as defined in the Procurement Regulations.
Procurement Access
After project negotiations, the World Bank will unobjectively arrange for publication on its external website of the agreed initial procurement plan and all subsequent updates.
Specific procurement notices for contracts will also be announced immediately they become available on the World Bank’s external website and the Kenya National Highways Authority’s (KeNHA’s) free-access website.
