The Head of Public Service and Chief of Staff Felix Koskei has issued a stern directive to all Principal Secretaries, Chief Executive Officers of State Corporations, and Chairpersons of key government committees, calling for urgent reforms aimed at enhancing service delivery across the Public Service.
In a detailed communiqué following a meeting held on Thursday, July 24, 2025, Koskei expressed concern over what he described as “unnecessary sluggishness” in the Public Service.
He noted that targeted campaigns have been launched to tackle systemic issues within the Public Service.
These include the drive to achieve Zero Fault Audit Status, enhance productivity, improve compliance and efficiency in public entities, and revitalize regulatory authorities and agencies.
Felix Koskei Flags Two Key Failures in Public Service Delivery
According to Koskei, surveillance, tracking, and monitoring systems have revealed two critical weaknesses that continue to undermine progress toward the set milestones.
Among the weaknesses, Koskei explained, is failure to take prompt corrective action where the system fails or does not yield the expected results, leading to spoilage, deterioration and/or devastation under the circumstances, thus resulting in further delay in the delivery of services to the public.
In addition, the HOPS said the surveys detected failure to administer lawful and proportionate consequences to officers, irrespective of rank or office, responsible for infractions leading to the loss of trust by the public, inexplicable loss and wastage of public funds and resources as a challenge.
Koskei noted that the two weaknesses have raised serious concerns- not just about the pace at which the administration is delivering on its promises, but also about the quality, quantity, and timeliness of services.
“The above two weaknesses have raised concern not only on the pace at which this Administration intends to deliver on its promises to citizens, but also on the quality, quantity and timeliness of the same. Indeed, they have led to an unnecessary sluggishness of the system with citizens complaining of a non-responsive Public Service that is lacking in the robustness and effectiveness required,” he noted.

He warned that the resulting sluggishness has triggered widespread public dissatisfaction, with citizens decrying a Public Service that is unresponsive, ineffective, and lacking in robustness.
“This inaction has fostered a culture of abject impunity, leading to the persistent recurrence of malpractice and non-performance,” he said.
All PSs, CEOs Ordered to Attend Mandatory Virtual Meeting
Consequently, Koskei directed all Principal Secretaries, Chief Executive Officers of State Corporations, and heads of unincorporated agencies to attend a scheduled Virtual Meeting in person.
He also instructed them to ensure the mandatory participation of several key officers under their supervision. They include:
- All Secretaries of Public Finance Management Standing Committees.
- All Chairpersons of the Standing Committees on the Revitalization and Re-energization of Regulatory Authorities and Agencies.
- All Chairpersons of Ministerial Audit Committees
- All Heads of Human Resource.
- All Heads of Legal Services in State Departments and State Corporations.
- All Corporation Secretaries in State Corporations
- All Heads of Internal Audit; and 8. All Heads of Procurement.

Koskei emphasized the meeting’s purpose is to urgently deliberate on the urgent measures that must be taken forthwith in order to raise the standard of the performance of the entire Public Service.
This will be achieved through the cultivation and inculcation of the right attitude, ethos and ethics towards work, reinforced by prompt corrective action and the consistent application of lawful consequences for infractions.
“Time is of the essence,” Koskei noted, adding that participants will also be briefed on key ongoing government initiatives and their expected roles in ensuring their success.
