Gilbert Masengeli, a seasoned law enforcement officer, has ascended to the position of the Deputy Inspector General of the Administration Police (APS), following a reshuffle within the police hierarchy.
His appointment comes against a backdrop of heightened scrutiny over police conduct and operational effectiveness, particularly following the resignation of former Inspector General Japhet Koome.
Masengeli’s journey in law enforcement began in 1985 when he joined the NPS as a recruit Police Constable.
His early career focused on border security and counter terrorism, where he quickly rose through the ranks due to his exceptional skills and dedication.
His tenure included various roles within the Border Police Unit, where he was instrumental in managing security threats along Kenya’s borders, particularly from Al-Shabaab militants.
Masengeli’s Illustrious Career
One of the defining moments in Masengeli’s career was his leadership of the Special Operations Group (SOG), an elite unit known for its rigorous training and counter-terrorism operations.
Under his command, the SOG achieved notable successes in neutralizing threats and securing volatile regions, solidifying Masengeli’s reputation as a strategic leader in Kenya’s security landscape.
Following his impactful role with the SOG, Masengeli was appointed Commandant of the Administration Police Training College (APTC) in Embakasi.

This position allowed him to influence the training and development of Administration Police officers significantly.
His tenure was marked by a commitment to modernizing training programs, integrating advanced methodologies, and fostering a culture of excellence within the force.
Masengeli’s extensive experience and proven leadership capabilities led to his appointment as Deputy Inspector General of the Administration Police Service.
In this capacity, he will be responsible for overseeing the operational efficiency of the police force and implementing strategic reforms aimed at enhancing public safety.
Ruto Appoints Masengeli as Deputy IG
On July 25, 2024, Masengeli was designated as the acting Inspector General of the National Police Service (NPS), pending the parliamentary vetting of Douglas Kanja, the nominated Inspector General.
“Pending the consideration of the nomination of Mr. Douglas Kanja as Inspector-General of the National Police Service by both houses of Parliament.”
“The Head of State has, in accordance with Section 16 of the National Police Service Act, 2011, designated Mr. Gilbert Masengeli, the newly appointed Deputy Inspector General, Administration Police Service, as the acting Inspector-General of the National Police Service,” a statement from State House indicated.
This dual role underscores his critical role in maintaining continuity in leadership during this transitional phase for the NPS.
Masengeli Officially Takes Over as Deputy IG
Gilbert Masengeli officially assumed the role of Deputy Inspector General (DIG-APS) on July 29, in a colorful ceremony held at the APS Headquarters, Jogoo House.
During his address to the press at the ceremony, DIG Masengeli expressed gratitude towards President William Ruto for the appointment.

He further assured the public of his commitment to teamwork through the multi-agency approach to ensure peace and security for all in the country.
“Our strength is teamwork and a multi-agency approach. We will work with other security agencies to ensure we excel and provide the peace that is supposed to be as per the Constitution,” he said.
Masengeli takes over from James Kamau who was serving the same position in acting capacity.
