The Director of Criminal Investigations (DCI) has announced the upgrading of the Police Clearance Certificate, also known as the Certificate of Good Conduct.
On Tuesday, June 18, Director Mohamed Amin presided over the signing of a contract between the DCI and M/S Idemia Southern & Eastern Africa Ltd that will enable the upgrading of the Police Clearance Certificate system from the currently used Automated Palm and Fingerprint Identification System (APFIS) to Multi Biometric Identification System (MBIS).
The new system, MBIS, will improve the processing speed of the certificates from the initial 14 days to 1 day.
DCI explained that the system will effectively contribute to the clearance of the backlog while also matching the corresponding number of applications to those processed in a day.

Additionally, the new system is fully bolstered to support livescans of the applications in 52 Huduma Centres across the Country, at the DCI Headquarters and Police Stations.
This feature will tremendously reduce paperwork in the whole process of acquisition of a Police Clearance Certificate.
Moreover, while the old system was only able to store two million criminal records, the new system has a storage capacity of up to 10 million.
Police Clearance Certificate Delays
This upgrade comes as a response to mitigate legitimate concerns from members of the public in regard to the delays experienced in the processing of the police clearance certificates.
Speaking during the meeting, Amin affirmed his confidence that the new system will address the concerns arising from delayed processing of the Police Clearance Certificates.
He further emphasized the Directorate’s commitment to offer this service with utmost dedication.

How to Apply for Police Clearance Certificate
To apply for a police clearance Certificate, log into the e-Citizen portal and click on Directorate of Criminal Investigations on the home page.
Press the Police Clearance Certificate option, you will find information about the application process. Proceed and follow the prompts and procedure given.
Proceed to submit the application and pay Ksh1050 through the official paybill number is 222222.
Finally, download and print two copies of your invoice, and one copy of your C24 on both sides of an A4 paper.
Present the C24 and invoices with an original National ID for adults and original birth certificate for minors, to the DCI headquarters of nearest Huduma Centre for fingerprint processing.

Applicants will require the following during the submission:
1.Applicant in Person.
2.Must allow his/her fingerprints and palm prints to be recorded on a prescribed fingerprint form C24.
3.Two copies of the invoice and one copy of the C24 printed on Both sides of a C24.
4.Original ID card and its Photocopy or Birth Certificate & its copy for those under 18 years.
DCI will send the certificate to your e-Citizen portal after verification afterwards you can download and print it.
