The Private Security Regulatory Authority (PSRA) has barred security firms from using the word “police” on their vehicles and buildings.
In a statement on February 21, PSRA said the Private Security (General) Regulations 2024 will allow security service providers to brand their vehicles, equipment and buildings but not with the word police.
“No person shall brand a vehicle, equipment or buildings using the words “police”, “public law enforcement” or similar phrases,” reads part of the Act.
Private Security Firms involved in activities other than security services are also required to provide clear distinctions between the two businesses.
“Where a private security service provider is engaged in any other business other than private security services, it shall have separate and distinct vehicles, for its private security services,” reads another part of the Act.
Private security firms intending to acquire or dispose of some of their equipment will seek approval from the Authority before the acquisition and disposal.
Armoured Vehicles Requirements
Security firms operating armoured vehicles must ensure the vehicles are of at least Ballistic Protection Level B5.
Besides, all vehicles must be fitted with a legal alarm for use in an emergency and have an identification number painted on the roof.
“Vehicles must be fitted with a vehicle radio capable of always communicating with the company cash control room, on approved frequencies. Mobile phones can be accepted in lieu of a vehicle radio,” reads a section of the Act.

PSRA On New Rules
PSRA explained that the regulations provide for stringent measures especially for firms involved in Cash in Transit.
According to the Authority, this will prevent cases like the Wells Fargo Ksh.94.9 million heist.
“The 2024 regulations provide for stringent measures for firms involved in Cash in Transit including a requirement for Ballistic Protection level B5 for cash in transit vehicles, a sterile loading/unloading facility, real-time satellite monitoring, both onsite and offsite opening of the vault/safe via central monitoring station, comprehensive insurance for all cash and all valuables in transit, rigorous training of cash in transit personnel amongst other legal statutes, said PSRA.

Communication Tools & Systems
The Regulations blocks security firms from using communication tools or systems capable of interfering with a communication system used by any disciplined forces or national security organ in Kenya.
Security firms must also avoid equipment that may cause harm to the environment or the health of the people who use it.
“Security firms shall not use equipment that has hazardous effects on the environment or on the health of the people that are in contact with it,” reads another section of the Act.
The equipment used must also comply with the international standards on security and protection.
Additionally, the firms are directed to comply with PSRA continuous updates on required communication equipment.
Firms intending to install a personal security communication system or security software application will be required to apply for a licence from the Authority.
