The Ministry of Education (MoE), through the State Department for Higher Education, has announced vacancies for chairpersons and members of councils in public universities and constituent colleges across the country.
In a notice dated April 13, 2026, Higher Education Principal Secretary Dr. Beatrice Inyangala said that interested candidates for the position of Chairperson must hold at least a PhD from a recognized University.
“The Ministry of Education, State Department for Higher Education, is in the process of recruiting Chairpersons and members of public universities and university constituent colleges,” read part of the notice.
The candidate must also have proven experience in leadership and management and satisfy the requirements set out in Chapter Six of the Constitution.
Ministry of Education Announces Vacancies for Chairperson and Council Members
Beatrice Inyangala said that interested candidates for the position of member of the university council must hold at least a master’s degree from a recognized university, adding that the Ministry will not accept executive master’s degrees.
She highlighted that shortlisted candidates will be required to provide an updated Curriculum Vitae and their National Identity Card.

Additionally, Beatrice added that academic certificates and other testimonials will also be required for interviews.
The State Department for Higher Education PS confirmed that the Commission for University Education (CUE) Recognition/Equivalence Certificate for degrees, diplomas, and certificates awarded by foreign universities and institutions should be presented by the candidate at the interview.
Considerations and Placement at Universities
The identification and selection of Council Chairpersons and Members shall take into consideration the skills mix and experience necessary to provide policy, technical, and operational guidance to the universities.
Successful applicants will be placed to serve in any university within the Republic of Kenya.
The PS argued that Diversity in skills, regional, and gender balance will be critical for placement.
Other Requirements
Applicants should not be public servants or active members of any university faculty (both public and private).
Only shortlisted candidates will be contacted.

Successful candidates will be required to provide the following documents to the institution they are appointed to serve:
- Certificate of good conduct.
- Ethics and Anti-Corruption Commission (EACC) clearance.
- Higher Education Loans Board (HELB) clearance.
- Kenya Revenue Authority (KRA) compliance certificate.
- Clearance from a reputable credit referencing bureau.
In addition, applicants must attach the following application documents:
- An application letter indicating the position applied for.
- Copy of curriculum vitae.
3. Copy of National Identity Card or valid Passport.
