The Government of Kenya has re-advertised a call for individual consultants to support the National Youth Opportunities Towards Advancement (NYOTA) Project.
The project, financed by the World Bank under Credit No. IDA-7355-KE and Grant No. E210-KE, aims to enhance youth empowerment through targeted interventions in skills development and capacity building.
Vacancy Positions
In a notice release on 28 October, the Ministry of Youth Affairs, Creative Economy and Sports, through its State Department for Youth Affairs and Creative Economy, reannounced its call for specialists to undertake the tasks outlined in the Terms of Reference.
The consultancy will focus on rolling out project activities and providing technical assistance for capacity development.
Interested consultants must comply with the World Bank’s “Procurement Regulation for IPF Borrowers,” revised in February 2025, which emphasizes transparency and conflict-of-interest policies.
Applicants should demonstrate expertise relevant to the project’s objectives and be available to operate from Nairobi, with the flexibility to travel across counties.
Selection Process and Requirements
The selection will follow the Individual Consultant Selection method as stipulated in World Bank guidelines.
Detailed Terms of Reference and submission instructions are available on official portals, including https://youth.go.ke/tenders-and-awards and www.nyotaproject.go.ke.
Consultants must submit their Expressions of Interest (EOIs) in sealed envelopes clearly marked with the tender reference number KE-SDYA-45961-CS-INDV.
Submissions should be delivered to the NYOTA Boardroom, Bruce House, 3rd Floor, Standard Street, Nairobi.
The submission deadline is November 28, 2025, at 10:00 a.m. East African Time.
Submission Guidelines
EOIs must include comprehensive documentation of qualifications, experience, and references.
Consultants are advised to review the Terms of Reference thoroughly to ensure alignment with project requirements.
Late submissions will not be considered under any circumstances.
The Ministry emphasizes that the process will be competitive and merit-based, with strict adherence to procurement regulations.
Successful candidates will be notified promptly after evaluation.
Roles and Responsibilities
Consultancy positions under the NYOTA Project offer competitive pay, with monthly rates ranging from Ksh38,000 to Ksh587,000, depending on role and seniority.
Consultants will be engaged in key areas critical to the success of the NYOTA Project:
Technical Support and Rollout
Configuring and implementing the NYOTA Management Information System (MIS), training project officers, and maintaining digital platforms for project tracking.
Monitoring and Evaluation (M&E)
Developing data-collection and reporting tools, creating annual M&E plans, and reviewing strategic documents such as the Project Appraisal Document (PAD) and the Project Implementation Manual (PIM).
Employer Engagement
Mobilizing private sector employers for youth placements, coordinating on-the-job training, and ensuring compliance with project objectives across all 47 counties.
Digital and Communication Support
Developing specifications for MSME ecosystem platforms and facilitating digital training for youth on procurement opportunities and financial literacy.
NYOTA Project Objective
The NYOTA Project is an ambitious five-year initiative targeting 820,000 unemployed youth across Kenya.

NYOTA project offers opportunities for youth to become certified in skills achieved through a range of experiences in informal and non-formal settings, such as employer-provided training or experience.
The age bracket is 18–29 years, extended to 35 years for persons with disabilities, and primarily focuses on those with Form Four or lower education.
They work with master craftsmen and employers to ensure participants gain the technical skills needed to secure sustainable employment.
By leveraging World Bank financing, the government aims to scale up initiatives that reduce poverty and enhance social inclusion.
Youth beneficiaries of the program receive a Ksh6,000 monthly stipend during placements and up to Ksh50,000 in start-up capital for entrepreneurship support.

The project aligns with Kenya’s Vision 2030 and the Bottom-Up Economic Transformation Agenda, which prioritizes youth empowerment as a driver of sustainable development.
Upon successful completion, participants receive formal recognition of their skills through a Trade Testing assessment by NITA.
