The National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) has announced that it has taken over licensing function over imports and exports of alcoholic drinks.
In a statement on Wednesday, November 22, NACADA also indicated that the maximum set price for alcohol importation was Ksh1 million.
According to the statement, the prices used were as indicated in the Third Schedule of the Alcoholic Drinks Control (Licensing) Regulations, 2010, and was set based on different volumes of alcohol imports.
This means that no person will be permitted to import or export alcoholic drinks without the requisite license from NACADA.
“It is important to note that the NACADA took up the licensing function over imports and exports of alcoholic drinks upon the requisite advisory from the Intergovernmental Relations Technical Committee (the successor of the Transition Authority),
“And upon a consensus reached by the National Technical Committee (in which the relevant national government agencies as well as the Council of Governors were represented),” the statement read in part.

Set Prices for Alcohol Importation
The set price for license fees for the importation of up to 1 million liters of alcohol is Ksh1 million while a license for the importation of between 500,000 liters and 999,000 liters is Ksh500,000.
At the same time, a license for the importation of 500,000 liters of alcohol and below costs Ksh250,000.
Notably, the fees include a license that is viable for a period of one year.
“Fees payables are according to the volumes intended to be imported or exported in the coming period of twelve months,” the statement noted.
How to Apply for an Importation License
Furthermore, NACADA directed applicants to deposit the licensing fees to their accounts at; NACADA-ALCOHOLIC DRINK CONTROL FUND ADCA FUND KCB Bank Milimani Branch- A/C No.1125676671, or ADCA FUND Co-Operative Bank Ukulima Branch- A/C No.01141134561900.
After the amount is paid, applicants were directed to submit proof of payment of the license fees to the Authority.
In addition, after confirming payment, the license shall be processed, and the applicant will be informed once the license is ready for collection.
“The entire process shall be conducted within a maximum of fourteen (14) days.
“The processes of import and export licensing lie with the NACADA Alcoholic Drinks Licensing Committee. However, administratively. The Legal Department hosts the processes and documentation and also provides secretariat services to the Committee,” noted NACADA.

NACADA Details New Role in Alcohol Importation
Further, the statement indicated that the authority was in charge of determining the steps involved in the process of licensing.
This meant that “any person or entity seeking to import or export an alcoholic drink shall be required to fill the Application Form for the grant of import or export license.”
Also, three Applicant will be required to submit their Application Form to the appointed receiving officer within the authority’s legal department.
“There is established the NACADA Licensing Committee which considers the applications and determines whether or not an applicant may be granted an import/export license.
“The Committee shall then set a date when it shall evaluate the applications for licenses. The meetings are scheduled on a need basis,” added the statement.
After evaluation of an application, the Committee may either approve the application, approve with conditions to be fulfilled before issuance of a license, call for further information, documentation, or clarification from the Applicant, or decline the same altogether.
Once the Committee has issued an approval, the applicant shall then be informed by the Committee Secretariat of the approval.
