The Kenya National Highway Authority (KeNHA) has invited tender applications from interested parties for the construction of toilets and other amenities on the Nairobi-Thika Highway.
In a notice, KenHA stated that ” The authority hereby invites sealed Request for Proposal (RFP) for renting to install toilets where applicable, operate, manage, and maintain roadside amenities and open spaces at selected locations along Nairobi-Thika Superhighway (A25).”
The closing date for the tender application will be on October 17, 2024, at 11.00 am delivered at KeNHA Headquarters, Barabara Plaza, Block C, 2nd floor boardroom.
KeNHA has advised bidders to download tender documents from the websites to minimize in-person visits to their offices.
A complete set of tender documents can be obtained by interested tenderers free of charge by downloading from the KeNHA website www.kenha.co.ke or the public procurement information portal (PPIP) at www.tenders.go.ke.
However, bidders can also get the documents from the KeNHA office JKIA, Barabara Plaza Block C, 2nd Floor Supply Chain Management Department during working hours.
Additionally, bidders have to pay a non-refundable fee of Ksh 1,000 in the form of a banker’s cheque payable to the Kenya National Highways Authority. They are also advised to continually check the KenHA website www.kenha.co.ke or the procurement information portal (PPIP) for any tender additional details or clarifications that may come up before the submission date.
In 2020, Justice Kossy Bor ordered the state to provide toilets on highways. The order required the government to formulate a policy for the provision of the facilities along the roads. She said the transport cabinet secretary shall constitute and chair the working group to formulate the policy for the provision of toilets and other sanitation facilities.
“The national transport policy should incorporate toilets and other sanitation facilities as part of the roadside developments in the road designs for existing and new roads and also designate a sufficient number of such facilities on road stops on the national and international trunk roads,” the judge said in 2020.

She added that the policy needed to take into account the need to have the toilets and other sanitation facilities maintained properly by the county governments once constructed.
Government Takes Action
In September 2023, the government announced it was seeking partnerships with private sector players to set up toilets and other sanitation facilities along major highways in compliance with the court order. Murkomen at the time said his ministry had developed draft regulations termed “The Kenya Roads Regulations 2023” and scheduled a public participation forum for the citizenry.

KeNHA is a government corporation established under the Kenya Roads Act 2007 mandated to manage, develop, and maintain national roads. It was inaugurated in September 2008 and has been involved in ensuring the development of major highways to ensure the smooth flow of traffic on Kenyan roads.
