Public Service Cabinet Secretary Justin Muturi on Wednesday evening, March 13, addressed the issue of whether he would resign or survive the looming cabinet reshuffle to accommodate former Prime Minister Raila Odinga‘s allies.
Appearing on Citizen TV, Muturi said that his stay in the cabinet will depend on the President’s decision.
“Stay or not stay in the cabinet is the prerogative of the appointing authority. So, I don’t know how long I am likely to stay in cabinet that is that is entirely the prerogative of the President. Whatever happens it’s purely on the basis of what the President desires,” Muturi stated.
At the same time, the Public Service CS said he has not resigned because he is legally in Kenya Kwanza coalition and campaigned for William Ruto’s regime.
“I am still in government because I am in that coalition, and I participated actively in campaigning for Kenyan Kwanza in the 2022 general elections. I am perfectly within my right in the coalition to be in government,” said Muturi.
Muturi Explains Why He has Been Skipping Cabinet Meetings
During the interview, Muturi also explained why he has skipped President William Ruto’s cabinet meetings since 2025 began.
His rationale for not attending recent cabinet meetings is because he feels matters of abductions have not been addressed.
“It is mandatory to attend cabinet meetings unless excused by the President. I have written and sought to be excused from attending cabinet meetings until or unless the agenda of abductions and extrajudicial killings is formally tabled before cabinet through a cabinet memorandum,” Muturi explained.

Furthermore, the Public Service CS stated that he is not afraid of being sacked by President Ruto for addressing matters of abductions.
“When I took the oath of office, I was acutely aware of the powers of the hiring authority to hire and fire. If I am fired for speaking against abductions and extrajudicial killings, which are unconstitutional, then so be it,” said Muturi.
Ruto Allies Fire Back at the Public Service CS
For some time, Muturi has been at odds with the Kenya Kwanza administration that he serves in, following his press conference in January where he revealed details of his son’s abduction.
President Ruto’s allies, led by Majority Leader in the National Assembly Kimani Ichung’wah, have lashed out at Muturi for criticizing the government regarding incidents of abduction.
In a recent interview with Al Jazeera, Ichung’wah dismissed Muturi’s accusations that the National Intelligence Service (NIS) was involved in the abduction of his son, Leslie Muturi, as politically motivated and malicious.

He further stated that the reason the Public Service is attacking President Ruto’s administration is that Muturi is on his way out of government.
On his part, National Assembly Majority Whip Sylvanus Osoro accused Muturi of disrespecting the government by publicly airing grievances instead of addressing them internally.
