Ali Hassan Joho‘s Ministry of Mining, Blue Economy and Maritime Affairs has issued a notice to quarry operators on a new service code for payment of mineral royalties for quarries.
In the notice dated October 1, the ministry said royalties will be paid via the eCitizen platform and any payment in another platform will be invalid.
“All quarry operators are hereby notified that Payment of Royalties for Quarries shall be made through eCitizen Platform via the Service Code MRFQ.
Any payment made via any other platform will not be accepted. Find step-by-step instructions on payments,” the notice read.
The service code is MRFQ, USSD option is *222# and the payment procedure varies for amounts below and more than Ksh250,000.
Quarries Mineral Royalties Payment for Amounts Above Ksh250,000
Payments can be made for amounts within Mpesa limit Ksh250,000 using the following procedure:
Dial *222#
Select 1. Make Payment
Select 2. Enter Service Code
When prompted to enter service code, input MRFQ (Please NOTE this is CASE SENSITIVE)
Once the service has been validated, Enter Reference Number (eg.NAME, ID No., Name of Organization)
Enter amount you want to pay (Remember to remind clients to include the Kes. 50 ACCESS FEE per transaction.)
Select 1. Confirm.
A message “Your selection has been successfully submitted. You will receive an MPESA prompt. Enter your MPESA pin to complete payment 1.
Enter pin and complete if the preferred mode of payment is MPESA or the amount entered is within MPESA limit.

Amounts Above Ksh250,000
Quarry operators can use the USSD option *222# for amounts above Mpesa limit Ksh250,000 or access to other payment gateways.
Start by dialing *222# then Call, select 1 (make payment) then select 2 (enter service code).
When prompted to enter service code, input MRFQ (Please note this is case is sensitive).
Once the service has been validated, Enter Reference Number (eg.NAME, ID No., Name of Organization).
Enter amount you want to pay (Remember to remind clients to include the Ksh50 access fee per transaction.).
Select 1. Confirm.

Cancel the prompt.
Go to messages: You will get this message: “Dear Name, Please Pay KES XXXXXX, To Paybill Number: 222222, Your Account No: XXXXXX for Items: Mineral Rights for Alternatively, you can click on the link below to pay.
Click on the link to access other payment methods available on the Pesaflow.
Select preferred gateway to access instructions.
Make payment.
