The Kasipul Constituency by-election is scheduled for Thursday, November 27, 2025.
The main candidates for this position are Boyd Were of the Orange Democratic Movement (ODM) and Philip Aroko, running as an independent.
During the campaign period, supporters of the two rival candidates have engaged in fights, prompting the Independent Electoral and Boundaries Commission (IEBC) to condemn the incidents and penalize the perpetrators.
Additionally, the IEBC fined Kasipul by-election candidates Philip Aroko and Boyd Were KSh1 million each following deadly clashes that left two people dead and violations of the peaceful campaign schedule. IEBC then stressed that the penalty must be paid within 48 hours.
Candidates and Voting Stations for the Kasipul By-Election
The contenders in the Kasipul by-election as of November 27, 2025, are nine.
They include: Boyd Were of Orange Democratic Movement (ODM), Philip Aroko – Independent candidate, Collins Okeyo – Movement for Democracy and Growth (MDG), Money Bior (also known as Robert Riaga) – Independent candidate, Rateng Okoth K’Otiende – United Progressive Alliance (UPA), Abok Isaac Kiche – Kenya Moja Movement, Ishmael Omondi Koyoo – National Liberal Party (NLP), Linda Aoko – Independent candidate, and Robert Ouko Ouma – Labor Party of Kenya (LPK).

However, the race is primarily seen as a two-horse race between the ODM’s Boyd Were and the independent candidate Philip Aroko, who has significant local support.
According to the 2022 IEBC data for Homa Bay County, the number of registered voters in Kasipul stands at 67,513. The by-election will take place across the following wards: East Kamagak, West Kamagak, Central Kamagak, South Kamagak, and West Kasipul.
ODM Accuses Independent Candidate of Receiving UDA Support Amid Stiff Competition
Peter Kaluma, MP for Homa Bay Town Constituency, has accused the UDA government of campaigning for independent candidate Philip Aroko, even though ODM and UDA are part of a broad-based government. On the other hand, ODM Chair and Homa Bay Governor Gladys Wanga, along with several senior party figures, have publicly rallied behind Boyd Werey.

Therefore, ODM faces stiff competition from independent candidate Philip Aroko, who enjoys substantial backing within the constituency. Aroko has so far received support from influential leaders such as Homa Bay Deputy Governor Oyugi Magwanga, former Nairobi Governor Evans Kidero, former Migori Governor Okoth Obado, and several UDA leaders, despite ODM and UDA being part of the broad-based government.
