The Kenya National Highways Authority (KeNHA) has appointed Luka Kipchumba Kimeli as Director General, effective February 17, 2026.
In a statement dated February 18, the authority said the appointment follows a competitive and transparent recruitment process conducted in line with the Kenya Roads Act, 2007, and other relevant public service procedures.
“The Board of Directors of the Kenya National Highways Authority (KeNHA), acting in consultation with the Cabinet Secretary, Ministry of Roads and Transport, is pleased to announce the appointment of Eng. Luka Kipchumba Kimeli as the Director General with effect from 17th February 2026,” read part of the statement.
Luka Kimeli, who has been serving the authority in an acting capacity, brings 27 years of experience in infrastructure development, strategic program delivery, and public sector leadership within Kenya’s roads sub-sector.
In addition, the board has expressed confidence in his ability to enhance efficiency, accountability, and service excellence in delivering safe, world-class highway infrastructure that supports national growth and regional integration.
“The Board congratulates Eng. Kimeli on his appointment and pledges its full backing as he assumes office,” the announcement read.
The developments come at a time when the KeNHA is currently in the process of undertaking key development works across major highways in the country.
Background of Luka Kimeli KeNHA’s Director General
Luka Kimeli was born in Chepsiro Location, Kapsigilai Sublocation, in Trans Nzoia County.

He attended Kaptiony Primary School before joining Alliance High School for his secondary education. Luka Kimeli later earned a Bachelor of Science in Civil Engineering from the University of Nairobi.
After graduating from the University of Nairobi in 1996, Luka Kimeli started his career in public service as a civil engineer.
From 2020 to 2021, he served as the acting Director General of the Kenya Rural Roads Authority (KeRRA).
He was later appointed as the Secretary for Infrastructure at the Ministry of Roads and Transport, serving as the senior-most technical officer overseeing national infrastructure policy for four years in 2021.
From July 2025 to February 2026, Luka Kimeli served as the acting director general of KeNHA following the resignation of Engineer Kung’u Ndung’u.
Achievements
As the director general, Luka Kimeli has overseen the expansion of national highways and promoted the construction of pothole-free highways nationwide.

He has also contributed to the implementation of the construction of large-scale road projects, such as the Isiolo to Mandera Highway and the renovation of roads in Kenya.
During his tenure at the Kenya Rural Roads Authority (KeRRA), he expanded road connectivity in regions including Trans-Nzoia, Uasin-Gishu, and Elgeyo-Marakwet.
