Questions have emerged over a gazette notice circulating online announcing sweeping changes to the leadership and constitution of the new Linda Mwananchi Party, naming James Orengo as the new party patron.
Marked Gazette Notice No. 9787, the document proposed changes to the party constitution and officials.
It lists Prof. Kivutha Kibwana as the former Party Patron and James Aggrey Orengo as the current Party Patron.
The notice also lists Bilcash Chery Dibogo as the former Party Leader and Paul Ongili Owino, popularly known as Babu Owino, as the current Party Leader.
Other leadership positions, including Deputy Party Leader, National Chairperson, National Deputy Chairperson and Secretary General, are also listed as having changes.
“The Registrar of Political Parties gives notice that The Mwananchi Party intends to make changes to its particulars as follows— (a) Change of Party Constitution; (b) Change of Officials,
“Former Official: Prof. Kivutha Kibwana. Current Official: James Aggrev Orengo,” reads the circulating gazette.

However, The Kenya Times has fact-checked the document and established that Gazette Notice No. 9787, published on June 26, 2026, does not concern The Mwananchi Party.
The notice was issued under the Political Parties Act to notify the public of intended changes to the particulars of Muungano Party.
According to the notice, Muungano Party intended to change its party constitution and officials.
“In exercise of the power conferred by section 20 (1) (a) and (c) of the Political Parties Act (Cap 7D), the Registrar of Political Parties gives notice that Muungano Party intends to make changes to its particulars,” reads the original gazette notice.
The notice listed changes involving several senior positions within the party. Kivutha Kibwana is listed under the position of Party Patron.

Muungano Party Changes
Bilcash Chery Dibogo is listed as the former Party Leader, while the notice does not show a current official against the position in the text provided.
Agnes Nakaya Okwisa is listed as the former Deputy Party Leader.
For the National Chairperson position, Tito Muunda is listed as the former official, while Michael Onyango Nyakiti is listed as the current official.
While Secretary General, Jonathan M. Muoki is listed as the former official, while Kenedy Oluoch Otieno is listed as the current official.
The notice also lists changes involving the Deputy Secretary General, National Treasurer, Deputy National Treasurer, National Organizing Secretary and Deputy National Organizing Secretary.

Charles M. Kihara is listed as the former National Treasurer, with Rinah Achieng Opiko listed as the current official.
For Deputy National Treasurer, Milca Muthoni Kinja is listed as the former official, while Charles M. Kihara is listed as the current official.
Judith Nduku Musyoka is listed as the former National Organizing Secretary, with Naomi Akose as the current official.
For Deputy National Organizing Secretary, Lemita Savamwara is listed as the former official, while Julius Tangai Munari is listed as the current official.
The notice also lists changes involving the party’s caucus leadership.
Abdulahi Halima is listed as the former National Women Caucus Leader, with Ruth Njoki Gachagua listed as the current official.
Jane Nyawira is listed as the Deputy Women Caucus Leader.
For National Youth Caucus Leader, Leonard Abdi is listed as the former official, while James Gichuki is listed as the current official.
Susan Syokau is listed as the National People Living with Disability Caucus Leader.
