Cabinet Reshuffle: Truth Behind Ruto Submitting 5 Names to Parliament for Vetting

The National Assembly has dismissed as fake a letter circulating online claiming that Parliament had requested the Ethics and Anti-Corruption Commission (EACC) to vet individuals for an alleged Cabinet reshuffle.

The fabricated letter, dated July 23, 2026, was designed to appear as an official communication from the Office of the Clerk of the National Assembly to the Ethics and Anti-Corruption Commission (EACC).

Addressed to EACC Chief Executive Officer Abdi Ahmed Mohamud, it falsely claimed that Parliament had submitted five purported Cabinet nominees for integrity vetting before their appointments.

“In line with our constitutional mandate to ensure transparency and integrity in the appointment of high-ranking public officials, we hereby submit the names of individuals nominated for cabinet positions, with a request for your Commission’s vetting,” read part of the fake letter.

“Please review each nominee’s background in accordance with the standards established for public office and uphold the standards required of our official and legal arm in public trust.

EACC and Parliament Flag Fake Cabinet Reshuffle Letter

It further alleged that the EACC had been asked to complete the vetting exercise and submit its findings by July 28, 2026, to facilitate the approval process.

The fake letter listed the Cabinet nominees and their respective ministries as follows:

Nominee Cabinet Ministry
Winnie Odinga Tourism and Wildlife
Junet Mohamed (Suna East MP) Lands, Public Works, Housing and Urban Development
Koki Muli Water, Sanitation and Irrigation
Cleophas Malala Agriculture and Livestock Development
Dr Agnes Zani Information, Communications and the Digital Economy

Pressure on Ruto to Sack CSs

On 17 July, Political analyst Mutahi Ngunyi urged President William Ruto to rethink his political strategy following the United Democratic Alliance’s (UDA) defeat in the Ol Kalou parliamentary by-election.

According to Ngunyi, the outcome signalled that the President had lost the support of the Kikuyu electorate, arguing that he should instead focus on building alliances with the Luo and Mulembe voting blocs ahead of the 2027 General Election.

“Dear Ruto. No point courting Kikuyus. You have tried. They have rejected you. Ol Kalau is the testamnt. Turn to the Luo Nation and Mulembe Nation,” Ngunyi said.

The Ol Kalou by-election on July 16 was a significant setback for the ruling UDA/Kenya Kwanza alliance.

Their candidate, Samuel Muchina, garnered just 5,000 votes despite an intensive campaign led by President William Ruto, Deputy President Kithure Kindiki, Cabinet Secretaries, Principal Secretaries, and other senior government officials.

Why Cabinet Reshuffle?

Additionally, some CSs have expressed interest in vying for different political posts in the 2027 general elections.

They include Lee Kinyanjui, and William Kabogo are among the prominent Cabinet Secretaries in Ruto’s administration eyeing political seats in the upcoming elections.

Under Kenyan law, Cabinet Secretaries intending to contest elective positions are required to resign at least six months before a general election.

The requirement is provided for under Section 43(5) of the Elections Act, Article 137(2)(b) of the Constitution and the Leadership and Integrity Act, which bar serving state and public officers from seeking elective office without first relinquishing their positions.

The law also requires Cabinet Secretaries to maintain political neutrality while in office under Article 152(3) of the Constitution, meaning they cannot actively engage in partisan politics unless they resign from government.
