The Kenyan government has moved to clarify the status of its military cooperation with the United Kingdom after reports emerged that a planned British Army training exercise in the country had been canceled following delays in securing government licenses.
In a statement on July 24, the Office of the Prime Cabinet Secretary and Ministry of Foreign and Diaspora Affairs dismissed reports suggesting that BATUK operations had ended, insisting that the broader Kenya-UK defense partnership remains intact.
The government said the development should not be interpreted as an end to the presence of the British Army Training Unit Kenya (BATUK) or a breakdown in defense ties between Nairobi and London.
Prime Cabinet Secretary and Foreign Affairs Cabinet Secretary Musalia Mudavadi said the Kenya-United Kingdom Defense Cooperation Agreement is currently undergoing the required parliamentary review process.
The agreement, he assured, is before the National Assembly’s Departmental Committee on Defense, Intelligence and Foreign Relations for consideration in line with constitutional and legal requirements.

“The Government therefore discounts claims suggesting that the defense partnership between Kenya and the United Kingdom has been terminated or that the BATUK arrangement has come to an end,” the statement read.
The government said the claims did not reflect the current state of engagement between Kenya and the United Kingdom, maintaining that the two countries continue to enjoy a long-standing strategic partnership founded on shared interests, mutual respect and close cooperation. It noted that defense collaboration remains a pillar of the relationship, supporting military training, security cooperation and economic opportunities for communities hosting military exercises.
Reports on the Planned Haraka Storm Exercise Canceled
The clarification follows reports that the UK had canceled a planned military training exercise, known as Haraka Storm, which was scheduled to take place in Laikipia between September and November 2026.
According to the reports, the UK confirmed that the exercise would no longer be held in Kenya after the necessary approvals and licenses required for the training were not granted.

However, the cancellation would affect only the specific exercise and does not signal the withdrawal of BATUK from Kenya.
In a statement, the UK said the training would instead be conducted at an alternative location outside Kenya.
“It is with regret that the necessary licenses required to allow training to take place in Laikipia later this year have not been forthcoming. As a result, the planned training will now be conducted at an alternative location outside Kenya,” the UK said.
The UK noted that all British military training activities in Kenya are carried out with approval from the Kenyan government.
“We recognize the disappointment this decision will cause for those who would have benefited from the economic activity generated by the exercise. All UK training activity in Kenya is dependent on the permission from the Government of Kenya,” it added.
Kenya maintained that defense cooperation with the UK continues to play an important role in military capacity building, professional training and security collaboration.
The government said the partnership has also contributed to economic opportunities for communities hosting military exercises.
