The Office of the Prime Cabinet Secretary, Musalia Mudavadi, has called on Kenyans to participate in a nationwide public engagement exercise on proposed laws seeking to regulate religious organizations across the country, including churches.
In a notice published on Tuesday, December 9, 2025, the State Department for National Government Coordination released the schedule and venues for public participation on the draft Religious Organizations Policy, 2024, and the draft Religious Organizations Bill, 2024.
“The overall objective of these instruments is to provide a framework for regulation of religious organizations to combat religious extremism and the abuse of the freedom of religion and connected purposes,” the notice read.
Public Participation Forums Schedule
According to the notice, the forums will take place between December 15 and December 19, 2025, giving Kenyans four days to present their views on the proposed regulatory framework.

The move follows the Cabinet’s approval of the Taskforce Report on the Review of the Legal and Regulatory Framework Governing Religious Organizations on July 29, 2025.

The State Department, which is responsible for coordinating the implementation of the report’s recommendations, has invited all members of the public and stakeholders likely to be affected by the proposed reforms to attend the forums.
About The Religious Organizations Bill
The Draft Policy and Bill are available on the Office of the Prime Cabinet Secretary website via the weblink: https://www.primecs.go.ke/policies-bills-acts.
Kenyans are encouraged to review the documents beforehand to ensure meaningful participation in the upcoming engagements.
Written memoranda from individuals, groups, and institutions will also be accepted as part of the consultation process.
The Religious Organizations Bill, 2024, was formally introduced in the Senate of Kenya on August 23, 2024.

Before its introduction in the Senate, the draft version of the Bill and an accompanying policy were developed by the Presidential Task Force on the Review of the Legal and Regulatory Framework Governing Religious Organizations.
The Taskforce presented its final report and the draft documents to the President on July 30, 2024. The Cabinet then adopted the Taskforce’s report on July 29, 2025.

The government has only duty to enforce law.. The. Mostly 2nd part of the decalogue, do not steal, false witness to attain influence or gain, sexual battery, gain of neighbour’s property by force or deceit.
Government cannot regulate respect for God, what and how to worship, when to worship etc..
Any regulation and enforcement of religious observance is pagan in nature, and that’s what pagan religions do, they force conscience.
