Kenya Prisons Senior Superintendent Vincent Ochola Gumbi has been selected for a global program in the United States.
In a statement on July 29, the U.S. Embassy in Kenya announced that Ochola has been selected for the 2025 Hubert H. Humphrey Fellowship.
“Congratulations, Vincent Ochola Gumbi, for your selection to the 2025 Hubert H. Humphrey Fellowship,” read part of the statement.
Vincent is set to depart Kenya in August to begin the 10-month fellowship at Virginia Commonwealth University.
About the Hubert H. Humphrey Fellowship Program
The Hubert H. Humphrey Fellowship Program has been designed to strengthen leadership among international professionals committed to driving change both locally and globally.
The Program is a Fulbright exchange activity funded by the US Department of State and administered by the Institute of International Education.
Furthermore, the programme offers a foundation for building long-lasting, productive partnerships and relationships between citizens of the United States and their professional counterparts in other countries, promoting an exchange of knowledge and mutual understanding across the globe.

Through academic study and professional collaboration with US practitioners, fellows exchange best practices and develop expertise in vital fields that enhance institutional capacity, promote human rights and freedoms, foster sustainable development, and empower thriving communities worldwide.
The Fellowship Program was founded in 1978 to honour the late Senator and Vice President Hubert H. Humphrey.
Later, the then-President Jimmy Carter announced the establishment of the Humphrey Fellowship Program in Venezuela with the intent to create a program that embodied American values: democracy, public service, and a desire to assist the world’s developing nations.

Vincent Ochola Career Background
Vincent Ochola Gumbi is a Senior Superintendent of Prisons with expertise in corrections, compliance, and international detention management.
He currently serves as a Senior Standards and Compliance Officer at the Kenya Correctional Service, where he oversees prison operations, staff training, and compliance frameworks.
From 2018 to 2021, he worked with the United Nations Mission in South Sudan (UNMISS) as a Corrections Officer in charge of a detention facility, leading daily operations, safety coordination, and staff management.
Earlier, he held various roles at the Kenya Correctional Service, including Superintendent of Prisons, where he coordinated security and rehabilitation programs, and Chief Inspector, where he led prison reforms, policy drafting, and data analysis for inmate tracking.
Education Background
Ochola holds a master’s degree in public policy and administration from Kenyatta University, earned between September 2012 and July 2015.
He was also an active member of ASIS International and the African Association for Public Administration and Management.
