The Kenya Universities and Colleges Central Placement Service (KUCCPS) has issued new a directive over payment of six services moved to the eCitizen platform.
According to the placement service, the move was made in line with the government’s directive to ensure that payment of all government services is done online.
However, KUCCPS has issued codes for payment of the listed services to ensure ease of making transactions for the services through the government platform.
Therefore, in a statement to stakeholders and members of the public, it announced that effective immediately, access to the services will only be done online with the use of the specific assigned codes.
“For efficiency, KUCCPS services have been assigned codes for purposes of eCitizen transactions. Henceforth, stakeholders are advised to use the following Payment Reference Codes while paying for the listed services via eCitizen,” the statement read in part.

Codes and Services KUCCPS Has Moved Online
In the statement, stakeholders have been directed to use payment code ‘PNGO’ for Provision of data for research for Local NGOs and businesses.
On the other hand, code ‘PTDB’ will be used for the purchase of tender documents by bidders while code ‘RGMU’ will be used by universities during registration for membership.
At the same time, stakeholders were directed to use code ‘PCCB’ for the purchase of career book, and code ‘PDRL’ will be used by local students for provision of data for research.
The Kenya Universities and Colleges Central Placement Service also indicated that colleges will be required to use code ‘RMCL’ for registration for membership.
“To pay for services not listed above such as applications for placement or inter-institutional transfers, follow eCitizen payment instructions as provided on the respective KUCCPS portals,” noted the placement service.
To make payment on the services, members of the public were directed to – Go to M-Pesa menu, Select Lipa na M-Pesa, Select Paybill and Key in the Paybill (Business) Number 222222
In place of Account Number, the user should key in the corresponding Payment Code then a hyphen and name of client, all in Capital Letters. For instance, ABCD-XYZ where ABCD is the Payment Ref. Code and XYZ the client’s name.
The user can then key in the required amount to complete the process.
“Forward the confirmation message to KUCCPS as proof of payment for the service,” added KUCCPS.

Questions Over eCitizen Payment
On February 22, 2024, Auditor General Nancy Gathungu raised concerns over the government’s limited control over the eCitizen portal.
According to her, the dependency limited the government’s ability to make system configurations and changes.
At the same time on May 21, she raised concerns over the accuracy of revenue receipts totaling Ksh15.5 billion in the eCitizen Revenue platform.
In her report presented before the National Assembly’s Finance and Planning Committee, Gathungu stated that over Ksh600 million in revenue statements failed to accurately reflect the financial position and performance of the eCitizen platform.
“The completeness and accuracy of the receivers of revenue receipts of Ksh15.5 billion could not be confirmed,” she said.
