A man has been arrested for running an illegal police patrol based in Cherus Centre, Kesses Sub-County in Uasin Gishu.
According to reports, the suspect, Collins Leitich, alias Chepkulei, was operating a police station without the knowledge or permission of the National Police Service (NPS).

Chepkulei, a resident of Asis Village in Ndugulu location, established a police patrol base at a building.
He went ahead to paint the structure in official police colours to try and show that it is a legal security post.

Local security agencies discovered the illegal police post and started investigations into the matter.
Police officers at Kamuyu Police Post, under Kondoo Police Station, were alerted and recorded the incident under OB04/08/03/2025.

Uasin Gishu Residents Shocked
Speaking to the media, locals said they were shocked by the developments.
The locals said they thought the patrol base was built to boost security in the village.
“We were surprised to learn that the police patrol base was not official. Many of us thought it was a genuine initiative to improve security in the area,” said one of the residents.
The security agencies have not established the suspect’s motive for building the patrol base.
Police have launched investigations into the matter and assured residents that they will take appropriate actions.
Establishment of Police Stations
Sub-section 1 of the National Police Service Act 2014 states that the Inspector General (IG) may, by a notice in the Gazette, designate police stations.
In designating police stations, the IG shall ensure that such police stations are equitably distributed throughout each County.
The police stations under subsection (1) shall be the unit for police service delivery.

Each police station shall;
(a) Be the centre for the administrative and command functions of all police services under the Service in one station; and
(b) Provide room for operational creativity to the police officers from all the services under the Service.
c) Register the victims of crime and violence within their areas of jurisdiction and establish support schemes for them.
d) Have a facility to receive, record and report complaints against police misconduct.

Other Roles of IG
The IG should ensure the development of procedures which facilitate uniform keeping of records at all police stations.
The IG may, by regulations, establish outposts and other units which shall reflect the principles under the Constitution and this section.
