The Kenya National Highways Authority (KeNHA) has invited bids for consultancy services for the planned upgrade of the Mau Summit–Eldoret Road, following the securing of funding for the project’s preparatory phase from the Asian Infrastructure Investment Bank (AIIB).
In a notice published on June 2, KeNHA called for expressions of interest from eligible consulting firms to undertake a feasibility study to enhance capacity along the Mau Summit–Eldoret–Malaba (A8) corridor.
The notice indicates that the consultancy services will be financed using funds from the AIIB, with the government applying part of the proceeds to support the assignment. The secured financing enables the commencement of preparatory activities for the project.
“The Government of the Republic of Kenya, through the Kenya National Highways Authority (KeNHA), has obtained financing from the Asian Infrastructure Investment Bank (AIIB) and intends to allocate a portion of the funds toward the preparation of the project, including the consulting services covered under this request for expressions of interest,” stated KeNHA.
KeNHA Consultancy Scope and Requirements for Highway Upgrade
KeNHA said the assignment will involve carrying out a comprehensive technical feasibility study for the proposed road expansion under a Public-Private Partnership (PPP) model.
The selected consultant will be required to assess engineering design options, traffic demand, and economic and financial viability.

The study will also cover environmental and social impact assessments, climate risk analysis, and preparation of mitigation measures in line with national regulations and international standards.
In addition, the consultancy will include the evaluation of tolling infrastructure and legal and institutional frameworks, as well as support for PPP structuring.
The consultant will also be expected to prepare procurement documentation and provide transaction advisory services to guide the project through subsequent stages.
KeNHA notes that interested firms must show experience in feasibility studies, infrastructure design, PPP arrangements, and projects financed by multilateral development banks.
Submission Details and Process
Interested firms may submit their bids either individually or as joint ventures or sub-consultants.
According to the notice, firms will be assessed based on qualifications, experience in similar assignments, and capacity to deliver the required services, with only shortlisted candidates invited to submit detailed proposals.
Expressions of interest must include company profiles, references for comparable assignments, and details of the roles performed.
KeNHA said all submissions must clearly state the assignment title and be made in writing.
Interested firms can submit their applications in person at the authority’s headquarters at Barabara Plaza in Nairobi or electronically via the official PPP email.
The deadline for submission is June 23, 2026 at 11:00 a.m., with late proposals subject to rejection.
Additional information, including the terms of reference, is available on the KeNHA website and at its offices, and the selection process will follow guidelines set by the Asian Infrastructure Investment Bank (AIIB).
Ruto Outlines Plan for Dual-Corridor Mau Summit–Malaba Expressway Extension
President William Ruto announced that the government will formally begin construction of the Mau Summit-Malaba expressway extension before the end of the year.
Speaking during Labor Day celebrations at Chavakali Boys High School on May 1, Ruto said the new phase will run concurrently with the ongoing Rironi-Mau Summit highway works.
The President explained that the proposed Mau Summit–Malaba extension will be developed along two main routes designed to strengthen connectivity across various parts of the country.
One of the corridors will extend from Mau Summit through Eldoret and Kakamega before reaching the border town of Malaba, a vital gateway for regional trade.
The second corridor will branch off from Mau Summit, pass through Kericho, and continue to Kisumu, with the aim of opening the lake region and supporting wider economic integration.
“I would like to announce that before the end of the year, we will begin the construction from Mau Summit to Eldoret, to Kakamega, and then to Malaba,” President Ruto stated.
