The Senate Committee on Labour and Social Welfare has summoned Treasury Cabinet Secretary (CS) John Mbadi and his Cooperative counterpart, Wycliffe Oparanya.
In a letter signed by Clerk of the Senate, J.M Njegenye, the Committee summoned Mabdi to appear before it in person on Wednesday, August 20, 2025, at the Mini Chamber, County Hall. Parliament Buildings, Nairobi, at 10:00 am.
The Committee said it may fine Mbadi Ksh500,000 or order his arrest if he fails to appear.
You may also be guilty of an offence in terms of section 27 (1) (a) (i) and (c) (ii), respectively, of the Parliamentary Powers and Privileges Act, for which you shall be liable, on conviction, to a fine not exceeding two hundred thousand shillings or to imprisonment for a term not exceeding six months, or to both such fine and imprisonment.
Mbadi Skips Summons
The Committee said it invited Mbadi to appear before it on August 29th, September 19th, and October 28th, 2024.
He was also invited on May 19th, May 27th, June 10th, July 29th, and August 4th, 2025, to discuss and further appraise the Committee on the issues raised in the various statements.
However, the Committee noted that Mbadi has not honoured the various invitations to appear and has instead sent apologies, with the last non-appearance explained via a letter dated August 4, 2025.
Mbadi requested the Committee to reschedule the meeting to a future date, which request was declined by the Committee.
Oparanya Summoned to Respond to Petition
Besides, the Committee also summoned Oparanya to submit responses to a Petition regarding the payment of outstanding terminal benefits to former employees of Kenya Cooperative Creameries Limited and unremitted deductions to Maziwa Sacco.
The Committee has summoned Oparanya to appear before it in person, at a meeting to be held on Wednesday, August 20, 2025, at the Mini Chamber, County Hall, Parliament Buildings, Nairobi, at 10:00 am.
The Committee warned that Oparanya risks being fined or imprisoned just like Mbadi if he fails to appear before the Committee as directed.

Should you fail to attend before the Committee on the date and time specified in this Summons or to produce the documentation required by the Committee- the Committee may impose upon you a fine not exceeding Ksh500,000 or may order for your arrest pursuant to section 19 (1) and (3), respectively, of the Parliamentary Powers and Privileges Act.
You may also be guilty of an offence in terms of section 27 (1) (a) (i) and (c) (ii), respectively, of the Parliamentary Powers and Privileges Act, for which you shall be liable, on conviction, to a fine not exceeding two hundred thousand shillings or to imprisonment for a term not exceeding six months, or to both such fine and imprisonment.

Previous Invitations
The Senate Labour Committee said Oparanya has also not honoured the various invitations to appear and has instead sent apologies, with the last non-appearance explained in a letter dated August 1, 2025.
Oparanya requested the Committee to schedule the meeting for August 7, 2025, which request was declined by the Committee.
