Vocal lawyer Miguna Miguna has sparked mixed reactions over his remarks regarding the nomination of Soipan Tuya as Cabinet Secretary for the Ministry of Defence.
In a statement on X, Miguna made several allegations regarding Tuya’s nomination claiming it was illegal and referred to her as President William Ruto’s ‘second and favorite wife’.
Furthermore, he alleged that the nomination is intended to “militarize the state” thereby giving President William Ruto more power, which he notes is in violation of the constitution.
“The illegal appointment of Soipan Tuya, who is William Ruto’s second and favorite wife, as Cabinet Secretary for Defence, means that Ruto is the De Facto minister of defense,” he said.
“It’s intended to Militarize the State and Personalize power, in direct contravention of the Constitution.”
Miguna Accuses Ruto of Using Authoritarian Tactics
He further accused President Ruto of emulating Ugandan President Yoweri Museveni’s authoritarian tactics, suggesting that the head of state poses a threat to democracy, rule of law and good governance.
“Ruto is following Kaguta Museveni’s authoritarian script. He has become an existential threat to democracy, rule of law, good governance and the principles of constitutionalism,” stated Miguna.
Miguna concluded his statement with a call to action, urging Kenyans to turn up for the planned Nane Nane March and make August 8, Ruto’s final defeat.

Ledama Defends Tuya’s Appointment
In response, Narok Senator Ledama Olekina took to his social media to defend Tuya and counter Miguna’s allegations.
Olekina began his statement by describing Tuya as a diligent and respected leader who minds her business.
“My friend, this one you got it all wrong! The Hon Soipan is a respected, diligent leader who minds her business,” noted Ledama.
He questioned Miguna’s remarks and urged him to “cut her some slack” and judge her based on her professional accomplishments rather than her gender.

“Why don’t you cut her some slack and judge her based on her accomplishments and not her gender,” said Ledama.
Olekina also clarified the role of a Defence Cabinet Secretary, explaining that they primarily serve as a policy advisor to the President.
CS Role
He stressed that the Defense CS does not command the military stating that such responsibilities lie with the military generals and not the cabinet members.
“A defense cabinet secretary is only there as a policy advisor to the President not to command the military. The Generals calls the shots not cabinet secretaries.”
Tuya was among the CS nominees that Members of Parliament vetted for appointment. Before Ruto dissolved his Cabinet, Tuya was in charge of Environment.
