Temporary storage at the Mombasa Inland Container Depot (ICD) allows importers and exporters to hold their goods under customs control before clearance or onward movement.

The service, managed by the Kenya Ports Authority (KPA), provides flexibility for traders who may require extra time to finalise documentation or arrange transport.

KPA currently grants a 15-day free storage period for containers. After this, charges apply depending on the type and size of the container.

Requirements for Temporary Storage at Mombasa Port

Before applying, importers must meet certain conditions. These include:

• Customs clearance and registration of the container.
• Key documents: Bill of Lading, import/export permits, customs entry forms, and ID of the importer or clearing agent.
• Container details: whether it is 20ft or 40ft, laden or empty.
• Awareness of timelines: knowing when the free 15-day period expires.
• Knowledge of tariffs: familiarising with KPA daily rates after the grace period.

How to Apply

The application and arrangement process involves several steps:

1. Contact KPA or the ICD Office – Notify officials of the need for storage.
2. Submit documents – Provide the required shipping and customs papers.
3. Obtain a storage order or position slip – This document indicates where and for how long the container can be stored.
4. Make payments – If storage charges apply, they will be due immediately or upon expiration of the free days.
5. Obtain a gate pass or authorisation – Needed for trucks to deliver or remove containers.
6. Monitor compliance – Ensure timely clearance or collection to avoid penalties.

Business Registration and System Set-Up at Mombasa Port

Before export clearance can begin, an exporter must have a legally registered business with a valid Kenya Revenue Authority (KRA) PIN and a county business permit.

Company and business registrations are handled through the eCitizen platform: https://www.ecitizen.go.ke.

The exporter must also create an account on the KenTrade Single Window System, which integrates more than 40 government agencies for permit and licence processing at https://www.kentrade.go.ke/single-window-system.

Mombasa Port Delivery, Stuffing, and Inspection

Once the export entry is approved, cargo is delivered to an approved Container Freight Station or directly to the port of Mombasa.

Customs officials witness container stuffing, inspection, and sealing, recording seal numbers in the system.

Export General Manifest and Final Clearance

Before the vessel departs, the shipping line files the Export General Manifest (EGM) with KRA, referencing the exporter’s entry number.

Once all checks are complete, KRA issues an Exit Clearance or Certificate of Export, authorising the goods to be loaded and shipped.
