Agriculture Cabinet Secretary (CS) Mithika Linturi is the worst performing CS in President William Ruto’s Cabinet, a survey by TIFA has revealed.
In the TIFA poll published on May 2, 2024, Linturi was rated the worst performing CS, with grade ‘E’ rating.

This rating, according to TIFA, was attributed to the mismanagement of the fertilizer subsidy which rocked his Ministry.
On the other hand, the best performing CS according to the survey was Interior CS Kithure Kindiki with a B rating.

Prime Cabinet Secretary and Foreign Affairs CS Musalia Mudavadi and his Sports counterpart Ababu Namwamba were also ranked among the best performing, both scoring C+.
Worst Performing CSs
On the other hand, the research scored CSs Zachary Njeru, Rebecca Miano, Florence Bore and Davis Chirchir at D-.

The negative ranking of CS Linturi comes days after another poll ranked him among President Ruto’s best performing CS.
Politrack Africa in its report released under the Starleaders awards on April 17, 2024, ranked the Agriculture CS as the second-best minister despite the ongoing fake fertilizer scandal.
Changes undertaken in the agriculture sector such as digitization were attributed to the ranking according to the pollster.
CS Kindiki still topped as the best performing Minister with his counterparts Simon Chelugui of Cooperatives and Rebecca Miano of Trade and investments making it in the top four category.
This new ranking for Linturi came at a time he is facing impeachment, with a motion tabled before parliament which seeks to oust him from office.
Bumula Member of Parliament Jack Wamboka moved the special motion on dismissal of the CS before the House on May 2, 2024, after National Assembly Speaker Moses Wetangula approved it.

“That pursuant to the provisions of Article 152(6) of the Constitution and Standing Orders 64(1A) and 66, this House RESOLVES that the President DISMISSES the Hon. Franklin Mithika Linturi from the office of Cabinet Secretary for the Ministry of Agriculture and Livestock Development,” reads part of the motion.
Linturi Impeachment
Wetang’ula in his earlier ruling approved the motion stating that it fulfilled all constitutional and Standing Orders threshold.
Among the charges against Linturi include Gross violation of Articles 2 and 10(1)(c) of the Constitution, Article 46, Article 73, and Article 201 of the Constitution.
According to the motion mover, the motion is aimed assisting Kenyan farmers who he claims are not going to harvest because of fake fertilizer.
“This is a motion that is going to wipe the tears of Kenyan farmers who are now disjointed and do not know what happens,” said Wamboka.
The MP accused Linturi of committing a crime by authorizing distribution of fake fertilizer and later blaming the manufacturing company.
The fate of the embattled Minister will be determined in plenary in the National Assembly later May 2.
MPs will vote to approve or not approve the ouster motion, with an approval paving way for the creation of a select Committee to investigate him.
Linturi has constantly maintained that the fertilizer in question was not fake but substandard.
