The National Environment Management Authority (NEMA) has issued an order a day after the Nairobi City County dumped garbage in front of Kenya Power’s office at Stima Plaza.
While addressing members of the press, NEMA officials ordered the removal of garbage trucks parked outside the Kenya Power office.

“What we are doing now as NEMA is issuing an order to the Nairobi County Government. We are heading there right now to instruct them to do three things. One of them is to remove these vehicles from this area,” said a NEMA official.
Furthermore, the NEMA official ordered Nairobi City County to properly package the garbage inside the trucks, stating that failure to do so could lead to waste spilling onto the streets.

Additionally, NEMA stated that the County Government should acquire the necessary licenses as required by law.
“The environmental aspect of waste management is the responsibility of NEMA. We are the ones in charge of setting national standards for waste management,” the official added.

Moreover, the authority emphasized that the odour from the garbage does not respect boundaries, affecting nearby residential areas, eateries, hotels, and businesses.

NEMA’s orders come amid a stalemate over alleged unpaid bills totalling Ksh3.01 billion owed to Kenya Power by Nairobi City County.
On Monday, February 24, 2025, the Kenya Power offices at Stima Plaza in Nairobi’s CBD were closed after Nairobi County trucks dumped garbage outside the entrance.

Eng. Rosemery Oduor, Kenya Power’s General Manager for Commercial and Sales, confirmed the incident, explaining that county government trucks deposited garbage while their staff were at work.
“We were conducting our regular operations, and suddenly, we noticed that there were county government trucks unloading garbage. One of them dumped it right in front of our commercial office at Stima Plaza,” she stated. “Several other trucks with garbage were also on standby outside the building, forcing our staff to evacuate due to the unpleasant odour.”

Additionally, Oduor mentioned that the county government has been disconnecting water and sewer lines to all Kenya Power offices in Nairobi. She highlighted the ongoing long-standing issue between Kenya Power and Nairobi County regarding payment of electricity bills.
According to Oduor, Kenya Power provides a service, bills for the supply, and expects payment from customers. “Over time, Nairobi County has continued to raise issues concerning their bills, and we have engaged in discussions,” she explained.
