The Independent Policing Oversight Authority (IPOA) has issued an update regarding police killings, including the case of Rex Masai, who was killed during the Gen Z demonstrations in June 2024 against the Finance Bill.
In a statement on Monday, April 28, 2025, the Authority reported that it has registered a total of 60 death cases and has completed investigations into 22 of them.

“As part of its mandate to protect the public interest in policing, and in response to the BBC documentary ‘Blood Parliament,’ which highlights the need for public awareness of IPOA’s efforts to hold the police accountable, the Authority takes this opportunity to inform the public about its investigations into various incidents during the demonstrations and the actions being taken to ensure justice for the victims,” the statement noted.
IPOA Provides Update on Police Killings Investigations
Additionally, IPOA stated that it is actively pursuing 36 cases, with 2 cases currently before the courts.

According to the Authority, among the completed investigations, 8 cases are under final internal review, 4 are in the final stages of report writing before submission to the Office of the Director of Public Prosecutions (ODPP) for independent review, 2 were closed internally, 4 have been forwarded to the ODPP for review, and 3 were closed following directives from the ODPP.

Notable cases under investigation by IPOA include that of Rex Masai, who was shot by a police officer on Kimathi Street in Nairobi’s Central Business District around 7:00 p.m. on June 20, 2025.
Rex’s case is currently before the Milimani High Court. Another significant case involves Evans Kiratu, who died after a police officer discharged tear gas at his groin area around 6:30 PM between Haile Selassie Avenue and Tom Mboya Street while police were dispersing demonstrators on June 20, 2025. This case is also in the Milimani High Court.
BBC Unmasks Security Officers Who Shot Protesters Within Parliament
Other cases include the killings of David Chege, Erickson Kyalo, and Erick Shieni, who were shot at the Parliament premises on June 25.
Their names were featured in the BBC exposé, and according to the Authority, these cases are still under investigation.
IPOA’s report follows the release of the BBC documentary titled “Blood Parliament,” which detailed the events of June 25 when Parliament was breached during the Gen Z protests. The documentary highlighted the shootings that occurred during the breach, identifying officers responsible for the killings of protestors.

The BBC utilized technology, including camera metadata, livestream timings, and visible Republic clocks in the footage, to identify members of the security forces involved in the killings. The documentary also named the victims who were shot at Parliament.
Notably, it identified one police officer who shot two protestors, David Chege and Erickson Kyalo, outside Parliament, as well as a KDF soldier who shot Eric Shieni inside Parliament.
