Speaker of the County Assembly of the County of Isiolo, Mohamed Roba, has been removed as the County Assembly’s speaker hours after Isiolo Governor Abdi Guyo, who was impeached but later saved by the Court, was reinstated.
In a gazette notice dated Friday, June 27, 2025, Abdullahi Banticha was announced as the new County Assembly speaker.
“Pursuant to Article 178 (2) of the Constitution, as read together with section 9A of the County Governments Act, section 21 of the Elections Act and Standing Order No. 5 of the County Assembly of Isiolo Standing Orders, as read together with Standing Order No. 13 of the County Assembly of Isiolo Standing Orders, it is notified for the information of the general public that- Abdullahi Jaldesa Banticha has been duly elected as the Speaker of the County Assembly and Chairman of the Isiolo County Assembly Service Board, on the 26th June, 2025,” read the notice.
Mohamed Roba Ousted as Isiolo’s Speaker
Following the replacement of Mohamed Roba as Isiolo’s County Assembly speaker, Isiolo Governor Abdi Guyo congratulated Abdullahi Banticha on his election as the new speaker.
“Congratulations to the 4th Speaker of the Isiolo County Assembly, Hon. Abdullahi Banticha Jaldesa, CBS. This is a great milestone not only for you but for the entire Isiolo community,” Guyo said.
At the same time, the Governor urged the newly elected speaker to serve the County’s MCAs with fairness.
“As you assume this honorable position, we urge you to lead with diligence, fairness, and a deep commitment to the people you serve. The Assembly plays a critical role in shaping policies, oversight, and representing the aspirations of Isiolo residents,” added the Governor.

Guyo further expressed confidence that under the leadership of Abdullahi, the Assembly will uphold values of transparency, inclusivity, and accountability.
Additionally, he wished the newly elected speaker all the best as he assumed his new role, expressing hope for a tenure marked by unity, progress, and development for the people of Isiolo.
“May your tenure be marked by unity, progress, and meaningful development for the people of Isiolo. Once again, congratulations and best wishes as you embark on this important journey of public service,” said the Governor.
Court Rules Impeachment Null and Void
Isiolo County Assembly Speaker Mohamed Roba, once an ally of the Governor and now turned foe, has clashed with Governor Abdi Ibrahim Guyo over attempts to impeach him.
On June 26, 2025, 16 out of 18 MCAs voted to impeach Governor Guyo.
However, the High Court in Meru ruled the impeachment null and void, since the Assembly acted in defiance of a conservatory court order issued several days earlier, barring any impeachment proceedings.

The court also found Speaker Roba and the motion’s sponsor in contempt, mandating their appearance before court on June 30, 2025, to explain themselves.
Additionally, Roba was granted KSh 100,000 anticipatory bail to protect him from arrest in these contempt proceedings.
Prior Roba’s ouster Mohamed he served as Isiolo County Assembly Speaker since September 20, 2022, when he was elected unopposed with full support from all 18 MCAs.
