Basic Education Principal Secretary Prof. Julius Bitok has raised concerns over the evolving nature of exam malpractice.

During the Elimu Mashinani program in Kakamega on March 3, the PS was put to task by Louie, a student from Mukumu Boys High School, who sought clarity on what the Ministry is doing to curb exam cheating while ensuring innocent candidates are not punished for the mistakes

“I’m Louie from St. Ignatius Mukumu Boys High School. My question is about KNEC penalizing an entire school over a single or a few cases of exam dishonesty. This approach is damaging and risks burying the next generation of doctors and engineers Kenya has been yearning for.”

Louie argued that top-performing students are often the most affected when suspected cheating cases arise.

He noted that average students who may have expected lower grades sometimes end up earning higher marks, while consistent top achievers suddenly receive lower grades, potentially shattering their dream careers.

Louie further expressed concern that when schools appeal for reviews of such results, little feedback or change is seen.

PS Bitok on KNEC detecting exam Cheating

According to Julius Bitok, cheating is no longer primarily driven by students; it has shifted to teachers.

He noted that some teachers use mobile phones and other methods to aid candidates during examinations, terming the trend unfortunate but real.

“It’s unfortunate, but a reality of using phones, trying to aid students.”

Julius Bitok also explained that invigilators and examiners often do not know the identity of the candidates whose papers they handle, as all scripts are coded to conceal names.

However, he said examiners can still detect irregular patterns, especially when an entire school shows unusual trends.

Julius Bitok added that while authorities must address the issue firmly, innocent learners should not be punished for the wrongdoing of a few individuals.

“Cheating has moved from learners to teachers, but I agree that we should not punish innocent students for a mistake of one or two students,” said Julius.

He also called for a system capable of identifying and holding the actual culprits accountable without unfairly penalizing students who are not involved. 

KNEC Releases List of Schools Involved in KCSE 2025 Exam Irregularities

The Kenya National Examinations Council (KNEC) previously released a list of schools involved in KCSE 2025 exam irregularities.

A total of 118 cases were reported, including collusion, use of unauthorised materials, and mobile phone violations, with Bungoma recording the highest number of incidents.
