TSC Addresses Circular on Deployment of Degree and Diploma Teachers to Junior School

The Teachers Service Commission (TSC) has dismissed a circular circulating on social media as fake, saying it discontinued the deployment of teachers from primary schools to secondary schools.

In a statement shared on its official social media platforms, the commission warned teachers and the public not to rely on the document, saying it was misleading and did not originate from TSC.

The circular dated September 8, 2026, and purportedly referenced as Circular No. 18/2026, claimed that TSC had halted the deployment process for serving teachers moving from primary to secondary institutions.

It further alleged that ongoing vetting and verification exercises had been suspended indefinitely and that TSC would not receive or process any new deployment applications.

TSC Issues Clarification

The document appeared to target Regional Directors of Education, County Directors of Education, Sub-County Directors of Education, heads of institutions and teachers.

It also claimed the decision followed a review of teacher staffing requirements and career progression structures.

However, TSC flagged the document as fake, stamping copies of the circular with a prominent “FAKE” watermark before sharing them online.

In its response, the commission said it had noted the circulating document and urged the public to disregard it.

TSC further advised teachers to obtain information only from its official communication channels to avoid being misled by false information.

Confusion among teachers quickly spread online after the circular began circulating on social media, with many interpreting it to mean that opportunities for primary school teachers seeking deployment to secondary schools had ended.

For years, TSC has allowed qualified primary school teachers to apply for deployment to secondary schools under established guidelines, depending on staffing needs and subject requirements.

Official Clarification

The commission said the information contained in the viral notice was not only misleading but entirely false.

It urged teachers and the public to rely on verified communication channels, including its official social media accounts and other formal platforms, whenever seeking information on recruitment, promotions, transfers and deployment matters.

“The information is not only misleading but fake. Please note that the information is misleading and fake. We urge the public to disregard the circular and to always rely on our official communication channels (TSC KENYA on Facebook and @TSC_KE on X) for accurate information,” TSC stated.

The latest clarification comes amid a rise in fake notices and documents circulating online and falsely attributed to government institutions, often causing anxiety among affected groups before official responses are issued.

Teachers have been advised to ignore the purported circular and await any official communication from TSC regarding deployment programs or policy changes.

The claims are inconsistent with TSC’s ongoing staffing efforts in Junior School.

The commission’s online platform continues to host an application portal for deployment of primary school teachers to Junior Secondary Schools, indicating that the program remains active.

Furthermore, TSC recently advertised 20,000 permanent and pensionable positions for post-primary teachers in Junior Schools as part of efforts to address staffing needs under the Competency-Based Education (CBE) curriculum.

Deployment to Junior School has become a key career progression pathway for primary school teachers who have upgraded their qualifications through diploma and degree programs.

TSC has in recent years relied on the deployment of qualified teachers from primary schools to help bridge staffing gaps in Grades 7, 8 and 9.

The commission has previously indicated that Junior School requires thousands of additional teachers, making deployment and recruitment critical components of its staffing strategy.
