President William Ruto has appointed columnist and political commentator Gabriel Oguda, alongside four others, to a five-member committee tasked with overseeing the implementation of the National Dialogue Committee (NADCO) report.
Ruto made the announcement on Wednesday, August 6, 2025, in line with the Memorandum of Understanding (MoU) signed between the United Democratic Alliance (UDA) and the Orange Democratic Movement (ODM) on March 7, 2025.
The MoU outlined a shared vision aimed at promoting national cohesion, inclusive prosperity, and long-term political stability.
“Today, 6th August 2025, the principals announce the formation of a five-member committee tasked with overseeing the implementation of the 10-Point Agenda,” read the statement in part.

The committee will be chaired by former nominated Senator Agnes Zani, with Fatuma Ibrahim, Kevin Kiarie, and political analyst Javas Bigambo also serving as members of the five-member team.
To support the committee’s operations, a Joint Secretariat co-led by Executive Secretaries from UDA and ODM has been established. The committee will be fully funded and facilitated by both parties.

The committee will undertake broad public consultations involving government bodies, independent commissions, civil society, religious institutions, and the private sector.
“In executing its mandate under the guidance of the Principals, the Committee shall undertake inclusive and extensive consultations with members of the public and all relevant stakeholders including the arms of Government, Government departments, independent commissions, civil society, religious institutions, and the private sector, to ensure that the implementation of the MoU is informed by diverse perspectives and addresses the needs and aspirations of all Kenyans,” Ruto said.
The Committee will commence its work immediately and will submit progress reports to the Principals every two months, and to a joint Kenya Kwanza-ODM Parliamentary Group on a quarterly basis.
The Parliamentary Group will hold its first sitting on August 18, 2025. A final comprehensive report detailing the status of the MoU’s implementation will be released to the public on March 7, 2026.

10 MoU Agenda
The MoU aimed to address enduring challenges to Kenya’s nationhood through the following key commitments:
1. Full implementation of the NADCO Report.
2. Inclusivity in all spheres of public life.
3. Protecting and strengthening devolution.
4. Promoting and protecting the livelihood of the youth.
5. Leadership and integrity.
6. The right to peaceful assembly as enshrined under Article 37 of the Constitution of Kenya; and compensation for victims of protests and Riots.
7. The National debt.
8. Fight against corruption.
9. Stopping wastage of public resources and promoting Government efficiency.
10. Protecting and promoting sovereignty of the people, rule of law, and Constitutionalism.
The NADCO report was formulated after both Azimio and Kenya coalition representatives held a dialogue to address issues raised by the opposition team during their street protests.
