The Government, through the National Drought Management Authority (NDMA), has disbursed KSh 422,458,200 as cash transfers to 132,779 beneficiary households under the Hunger Safety Net Programme (HSNP) across eight arid counties.
HSNP provides monthly cash stipends to vulnerable households in Mandera, Marsabit, Wajir, Turkana, Samburu, Isiolo, Garissa, and Tana River.
It offers consumption support and cushions families against the impacts of drought and climate-related shocks.
NDMA Chief Executive Officer (CEO) Hared Adan said the disbursement includes stipends for August 2025, amounting to KSh 358,503,300 for 132,779 households distributed as follows:
1. Turkana KSh. 107,543,700 for 39,831 households.
2. Mandera KSh. 59,688,900 for 22,107 households.
3. Marsabit – KSh. 55,044,900 for 20,387 households.
4. Wajir KSh. 51,761,700 for 19,171 households.
5. Garissa KSh. 24,885,900 for 9,217 households.
6. Samburu KSh. 21,918,600 for 8,118 households.
7. Tana River KSh. 19,788,300 for 7,329 households.
8. Isiolo KSh. 17,871,300 for 6,619 households.
Cash Transfers in Turkana Sub-Counties
The funds release also includes stipends for 23,687 households across four sub-counties in Turkana County for July 2025, amounting to KSh63,954,900.
HSNP distributed KSh. The population decreased from 18,449,100 to 6,833 households in Turkana North.
In Turkana South, 6,751 households received Ksh18,227,700.
HSNP shared KSh. The number of households in Loim decreased from 17,147,700 to 6,351, while 3,752 households in Turkana East received KSh. 10,130,400.

How Beneficiaries Will Get Funds
HSNP provides regular (monthly) stipends of Ksh2,700 per household, enabling vulnerable families to purchase food and meet basic needs.
Adan said registered beneficiaries will receive the money through Kenya Commercial Bank (KCB), Equity Bank, or their registered agent in the respective counties.
He directed HSNP beneficiaries with pending payment issues to update their details in the nearest bank and receive the funds.
Beneficiaries will access the funds through Kenya Commercial Bank and Equity Bank branches and agents in their counties. Registered beneficiaries with pending Payment Service Provider-related issues are advised to visit their nearest bank branch to update their details in order to access their stipends.

About Hunger Safety Net Programme
The programme is part of the Kenya Social and Economic Inclusion Project (KSEIP), implemented by the Government under the broader Inua Jamii social protection programme.
As one of the Government’s flagship social protection initiatives, HSNP aims to reduce poverty and hunger, while building household resilience to shocks.
The targeted eight counties are among those most affected by drought, which continually undermines livelihoods and coping capacities.
