President William Ruto’s office has been ranked among government departments and agencies perceived as most prone to unethical practices and corruption in 2024.
This is according to the National Ethics and Corruption Survey (NECS) released by the Ethics and Anti-Corruption Commission (EACC).
EACC ranked the Office of the President in 12th position with 1.1 per cent.
Kenya Police tops the list with 48.2 per cent, followed by the Directorate of Immigration at 5.1 per cent.
National Registration Bureau comes third with 4.4 per cent followed by Traffic Police at 3.6 per cent.
Others on the list include National Treasury (3.5%), Civil Registration (3.4%), State Department for Internal Security and National Administration (3.2%) and Social Health Authority (2.7%).
The States Department for Lands and Physical Planning and that of Medical Services have 2.1 per cent and 2.0 per cent, respectively.
State Department for Public Health and Professional Standards also features on the list with 1.6 percent.
Other State Departments on the list include Roads (1%), Public Service (1%), Labour Skills and Development (0.9%), Basic Education (0.8%) and Transport (0.8%).
Courts and Chief’s Office have also been listed with 0.8 percent and 0.7 percent, respectively.
Besides, the Teachers Service Commission (TSC), National Transport and Safety Authority (NTSA) and National Lands Commission (NLC) also feature with 0.6 percent.
County Govt Departments
EACC also listed the departments and services perceived as most prone to unethical practices and corruption in county governments.
County health services peaked at 45.1 percent followed by county transport with 9.1 percent.
The county-agriculture has been ranked third with 7.9 percent followed by county-administrative department/unit and county public service board with 4.8 percent and 4.7 percent respectively.

EACC Lists of Most Corrupt Professionals
Additionally, the Survey sought to assess the involvement of different professionals in unethical practices and corruption as well as level of satisfaction with public services in Kenya.
Police officers topped the list with 27.6 percent followed by KRA officers with 17.3 percent.
Chiefs (16.2%), County Inspectorate officers (14.6%), Lawyers (14.1%), County Revenue officers (13.4%) and Land Surveyors (13.3%) were among professional groups reported to be mostly involved in unethical practices and corruption.

Least Corrupt Professions
Teachers (24.5%), Journalists (22.8%), University lecturers (19.4%), Bankers (16.6%), Doctors and nurses (13.9%) and economists (13.5%) were reported as least involved in unethical practices and corruption.
A majority of the respondents (71.9%) were either very dissatisfied or dissatisfied with integrity, transparency and accountability in public service delivery in Kenya, while merely 14.5 percent were either very satisfied or satisfied.
