Nairobi Governor Johnson Sakaja has sent two senior county officers home following an illegal dumping incident near Stima Plaza.
Speaking before the Committee on Administration and Internal Security at County Hall on February 3, 2025, Sakaja condemned the act, stating that it goes against the county’s values and policies.

“Two officers have been interdicted over the illegal dumping of garbage because this is not what we stand for. On behalf of the staff, I apologize. That should not have happened,” he said.
The two officers who have been interdicted are John Ntoiti, acting director of the Revenue Administration at the county and Sankale Limpaka, serving under the debt collection Unit (DCU) in Nairobi County.

Sakaja Remorse Message to KPLC
“This is a matter that captured the attention of the whole country. The dumping incident at the KPLC headquarters was very primitive,” he added.
Further, he cited that the two officers who illegally dumped the garbage at Stima Plaza are under investigation.

According to Sakaja, the dumping of garbage at Stima Plaza was not a retaliatory action against another government institution.
While expressing his remorse to KPC, he mentioned that his Green Army team did a clean-up exercise both inside and out and on the roads around Stima Plaza.
“We will have measures that will be put in place to prevent such incidents from occurring in the future. We cleaned that area, and also we will plant flowers for beautification,” Sakaja said

KPLC Vs Nairobi County
Governor Sakaja raised the issue of raising revenue through government organizations, which Kenya Power has failed to do.
The tiff between Nairobi County and Kenya Power has been ongoing due to Ksh4.8 billion of unpaid wayleave fees.
“From 2017, KPLC has been sent payment demand letters, however, the county has received zero response from them,” he added.

The Governor insisted that Kenya Power is profiting from the County’s infrastructure without any compensation.
Further, the lighting company owes Ksh17 million in land rates for 2025, which has created a strained relationship for both entities.
On the issue of Nairobi County Officials who stormed into Stima Plaza and disconnected the sewerage system, he indicated that he called the officials and ordered them to restore it.
