The Social Health Authority (SHA) has advertised a vacancy for the position of Chief Executive Officer (CEO) to oversee the day-to-day operations of SHA under the guidance of the Board.
Robert Ingasira has been the acting CEO since November 2024 when Elijah Wachira was fired.

The CEO will be responsible for administering the Funds established under the Social Health Insurance Act, developing strategies, and implementing Policies to achieve the Authority’s objectives.
SHA CEO will also represent the Authority in high-level engagements with stakeholders and ensure the Authority’s sustainability through prudent resource management.

The CEO will make sure that government rules on finance and procurement are followed when managing public funds.
These rules, as outlined in the Public Finance Management Act (No. 18 of 2012), will apply to the administration of the Primary Healthcare Fund, the Social Health Insurance Fund, and the Emergency, Chronic, and Critical Illness Fund.

SHA CEO Qualifications
Applicants must meet the following minimum requirements as stipulated under the Social Health Insurance Act, 2023.
1.Be a Kenyan citizen.
2.Has a minimum of a master ‘s degree from a university recognized in Kenya.
3.Has at least ten years’ knowledge and experience in health insurance, health financing, health Economics, healthcare administration or any other relevant field.
4. Must have served in management level for a period of at least five years.
5.Has not been convicted of an offence and is not serving a term of imprisonment.
6.Meets the requirements of chapter six of the Constitution.

Other Required Certificates
Shortlisted applicants shall, in addition to academic qualifications, experience and person specifications referred to herein above, be required to bring the following Clearance Certificates:
- Certificate of Good Conduct from the Directorate of Criminal Investigations.
- Tax Compliance Certificate from the Kenya Revenue Authority.
- Clearance Certificate from the Higher Education Loans Board (HELB).
- Clearance Certificate from the Ethics and Anti-Corruption Commission (EACC).
- Report from the Credit Reference Bureau (CRB).
