The Trump administration has clarified its stance on Kenya’s leadership of the U.N.-backed Multinational Security Support (MSS) mission in Haiti.
Speaking to Reuters on Wednesday, September 24, U.S. Charge d’Affaires in Haiti Henry Wooster cautioned that U.S. financing depends on ongoing United Nations reforms.
Henry Wooster stated that continuing American assistance will expire at the end of December if the U.N. Security Council rejects Washington’s proposal to reorganise and broaden the mission.
“The U.S. provision of support for the MSS and what we have been providing will expire at the end of December,” Wooster told journalists, while noting that he was careful about predicting future funding choices.
As a result, the fate of the Kenyan-led operation is left reliant on whether the Security Council approves the U.S. reform proposal before the end of the year.
On Wednesday, September 24, President William Ruto held talks with U.S Secretary of State Marco Rubio.
“Kenya has been a reliable partner to the U.S. as we pursue peace and security both in Africa and Haiti,” said Rubio. He added, ‘When I met with President Ruto in New York, we discussed U.S.-Kenyan security cooperation and opportunities to increase U.S. commercial investment in Kenya.”
Ruto calls for support in Haiti Mission
In June 2024, Kenya deployed police officers to lead the international force tasked with stabilizing Haiti, yet their future remains uncertain as the U.N. discusses the U.S.-backed alterations.
The mission, built through voluntary contributions from member states, has struggled with a lack of funds, troops, and essential equipment, including armored vehicles.
President William Ruto’s administration maintains that the operation is essential to restoring calm in the violence-hit country and continues urging global partners to honour their financial commitments.
“We need more numbers, we need more logistics, we need more equipment, and we need more financial support to be able to carry this through,” said Ruto in an interview on September 24 with Reuters.
The MSS Funding Crisis
Ruto told the United Nations General Assembly in New York that Kenya joined the Haiti mission expecting a truly multinational effort.
He said the world has failed to show up for Haiti, leaving the force without the logistical backing typically found in other U.N.-sanctioned operations.

U.N. figures released on Wednesday revealed that the mission’s trust fund has received only $113 million, with half coming from Canada and $15 million from the United States, far short of the hundreds of millions estimated to be needed each year to run it.
The mission’s current mandate is set to expire on October 2, adding pressure on partners to boost support and secure its future.
Police Contradict Ruto Over Missing Officer in Haiti
Top officials at the National Police Service (NPS) have contradicted President William Ruto over the whereabouts of police officer Benedict Kabiru, who went missing in Haiti.
According to KTN, police bosses said Kabiru is alive, dismissing claims he was killed in Haiti.
However, the family lawyer, Mbuthi Gathenji, has accused the authorities of suggesting that President Ruto lied.
Kabiru has been missing for the past six months since his disappearance in March 2025.

The President confirmed that the officer died in Haiti during a High-Level Meeting on Haiti at the United Nations General Assembly (UNGA).
Ruto said the officer died despite earlier statements by government officials, including the Inspector General Douglas Kanja, that he was still alive.
He mentioned Benedict as one of the three Kenyan police officers who have been killed in the Mission.
I must use this occasion to honor the Kenyan officers Mr. Samuel Tuoi, Benedict Kabiru, and Kennedy Nzuve, who lost their lives in the line of duty.
Kabiru went missing after Kenyan police officers were ambushed by a gang in Haiti.
