Dr. Nancy Macharia, Secretary and Chief Executive Officer of the Teachers Service Commission (TSC) has issued directives to schools amid rising fire incidents.
In her statement on September 13, 2024, Dr. Macharia emphasized that safety, security, and welfare of learners are integral components of the teaching and learning process.
She, therefore, reminded school heads that they are required to take adequate measures to ensure the safety of the learners and institutional property.
The statement outlined various guidelines that all school heads must implement to ensure student safety.
Dr. Macharia noted that some heads of institutions have failed to enforce the provisions of the Safety Standards Manual for Schools, the key policy document governing learner welfare, and have shown laxity in complying with the government-issued administrative circulars.
As per the notice issued on Friday, heads of institutions will be required to;
a) Enforce the provisions of the Manual and all circulars on learner safety without fail.
b) Collaborate with Ministry of Education field officers and National Government Administration Officers to maintain safety standards in schools.
c) Enhance supervision of learners to promptly detect and prevent cases of indiscipline or unrest.
d) Engage law enforcement agencies to investigate cases of arson and indiscipline, recommending administrative and legal action against perpetrators.
Additionally, deputy heads of institutions and senior masters in charge of boarding programs are required to always remain vigilant and be present in school to ensure learner safety.

TSC calls for firm disciplinary action
Dr. Macharia warned that firm disciplinary action would be taken against those who defy the Commission’s directives, in accordance with the Code of Regulations for Teachers and the Code of Conduct and Ethics.
The TSC’s stance comes in response to a series of alarming fire incidents in schools, which have raised concerns about the safety and security of students.

The requirement for deputy heads and senior masters to be present in schools at all times is a measure to ensure that any signs of unrest or indiscipline are promptly addressed. This approach aims to foster a culture of safety and responsibility within educational institutions.
By enforcing existing guidelines and introducing new directives, the Commission seeks to mitigate risks and enhance the overall safety and well-being of learners across the country.
