The Independent Policing Oversight Authority (IPOA) has initiated a comprehensive investigation into the death of Simon Warui, who passed away on 17 September 2025 while in police custody.
In a statement dated September 23, IPOA authority confirmed that its investigation team has already begun collecting evidence, interviewing witnesses, and reviewing police procedures surrounding the incident of Simon Warui, who died at the Central Police Station in Mvita Sub-County, Mombasa County.
“IPOA emphasises that the safety and rights of individuals placed in police custody are paramount,” said Ahmed Issack Hassan, the IPOA Chairperson.
“We will work diligently to ensure justice is served,” he added.
In their statement, IPOA assured the public that the investigation will be thorough and impartial, reflecting its mandate to safeguard the public interest in policing.
IPOA Confirms the Cause of Simon Warui’s Death
A post-mortem report obtained by IPOA indicates that Simon Warui died because of cardiorespiratory collapse due to fracture or dislocation of the neck, consistent with a fall from a height.

The report is central to the ongoing probe, helping investigators understand the sequence of events that led to his death.
“This investigation is being handled with the seriousness it deserves,” IPOA stated in their press release.
Investigators are also reviewing custodial protocols at the Central Police Station to establish whether proper procedures were followed in handling detainees.
Appeal for Calm and Continued Public Trust
In its statement, IPOA extended condolences to the family of the deceased and appealed for calm among the public and stakeholders.
The authority urged citizens to allow the ongoing inquiry to proceed without interference, emphasising the importance of patience as the investigation unfolds.
“IPOA will continue to uphold its mandate of guarding public interest in policing,” Hassan said
“We appeal to the public to remain calm and allow the investigative process to run its course,” he added.

The authority has called on the police and other relevant agencies to fully cooperate with the investigation, ensuring that justice is not only done but is seen to be done.
Death of Simon Warui
Simon Warui, 26, died under mysterious circumstances while in custody at Mombasa’s Central Police Station after disappearing from Nairobi on Sunday, September 14.
His family traced him to the station only to find him dead, with an autopsy showing neck fractures, spinal injuries, and ligature marks.
Authorities claimed he died attempting to escape, but human rights groups question the account and the officers’ whereabouts during the incident.
Activists also flagged missing personal items and unreleased CCTV footage, raising suspicions of foul play and potential cover-up.
