President William Ruto has directed the Kenya National Police Service (KNPS) to transition to the Social Health Insurance Fund (SHIF) in alignment with the administration’s 5th push for the Universal Health Coverage (UHC).
The move aims to onboard all Kenyans to SHA, strengthen equity and efficiency in health financing, and guarantee affordable, sustainable, and quality healthcare for every citizen.
Following the directive, Health Cabinet Secretary Aden Duale has chaired a high-level consultative meeting to bring together representatives from the National Police Service, Kenya Prisons Service, Social Health Authority (SHA), and the Digital Health Agency.
During the meeting, it was agreed that a joint technical working group would be established, comprising representatives from the police, prisons, and SHA to finalize benefit packages, service delivery arrangements, provider access rules, and transition modalities, ensuring a smooth, phased migration without disruption of healthcare services.

Collaborative Effort for SHA’s Transition
The recent consultative meeting led by CS Duale brought together senior government officials to ensure a smooth migration to SHIF.
Attendees included Principal Secretary for Medical Services Ouma Oluga, Deputy Head of Public Service Amos Gathecha, SHA CEO Mercy Mwangangi, Digital Health Agency CEO Anthony Lenayara, and KNPS Accounting Officer Bernice Sialaal Lemedeket.
The joint technical working group will be tasked with defining benefit packages, selecting accredited service providers, and developing clear guidelines for service delivery. Authorities emphasized that the transition would be phased, prioritizing continuity of care and minimizing any potential disruption to ongoing medical services for police personnel.

Former Police Insurance System: Limitations and Challenges
Before Ruto’s directive, the Kenya National Police Service used private insurance companies, including APA and CIC, for its officers.
The former scheme faced several limitations in offering healthcare services.
Reports indicated that coverage was often limited to specific facilities, and many officers relied on out-of-pocket payments for treatment.
The old system also imposed high operational costs and inefficiencies in claims processing.
How to update SHA-dependent information
To update or add dependents on the SHA portal:
- Go to the “Dependents” section under your profile.
- Click “Add Dependent”.
- Select the appropriate relationship type (e.g., spouse, biological child).
- Fill in the dependent’s details.
- Upload supporting documents such as a birth certificate or marriage certificate.
- Click “Save” and wait for SHA to verify the information.
