Albert Mumma is a distinguished Kenyan Senior Counsel, academic, and legal practitioner with over 20 years of experience specializing in environmental, administrative, and natural resources law.
He is the founder of Prof. Albert Mumma & Company Advocates, based in Nairobi and established in 1995.
Albert Mumma is a former lecturer at the University of Nairobi Faculty of Law and is recognized as a leading expert in Public-Private Partnerships (PPPs), environmental law, and administrative law.
Early Life and Educational Background
Prof. Albert Mumma was born on November 15, 1961, and has achieved elite academic status through top-tier institutions worldwide, marked by high Honors and prestigious scholarships.
He earned his Bachelor of Laws (LL. B) with First Class Honours from the University of Nairobi between 1981 and 1985.
Graduating at the top of his class, he was awarded the Gandhi Smarak Prize for the overall best performance.
From 1985 to 1986, Mumma was at the Kenya School of Law, completing his Postgraduate Diploma in Legal Studies, the standard requirement for admission to the Kenyan bar.

As a Fulbright Scholar, he obtained his Master of Laws (LL.M) from Yale Law School, USA, between 1986 and 1987, specializing in international and comparative law.
He earned his PhD in Law as a holder of the Cambridge Commonwealth Scholarship University of Cambridge, UK, from 1988 to 1991.
Following his doctoral studies, he gained international professional experience before returning to Kenya to establish his practice.
Researcher and Editor, a position he held between 1991 and 1994, working as a researcher for the international law firm Simmons & Simmons in London, and served as the Assistant Editor of the Encyclopedia of Environmental Law.
During this same period, he held a part-time lecturing position at King’s College, University of London.
Albert Mumma’s Career and Achievements
Prof. Albert Mumma’s achievements span professional practice, legal reform, academia, and public service.
In July 2020, he was officially conferred the rank of Senior Counsel (SC) by the President of Kenya for his exemplary conduct and contribution to the legal profession.
His firm, Prof. Albert Mumma & Company Advocates, was named 2nd Runner-Up, SME Law Firm of the Year, at the 2025 Nairobi Legal Awards and is consistently ranked by Legal 500 as a pillar of excellence in Public-Private Partnerships (PPP), Public Procurement, and Privatization and Projects.
Albert Mumma served as the lead legal advisor to the Kenya Railways Corporation for the financing and implementation of the Standard Gauge Railway (SGR) project.
He was a primary architect of Kenya’s water laws, drafting the Water Act 2002, the Water Act 2016, and their respective implementing regulations.
In late 2025, his firm led the development and public consultative forums for Kenya’s National Consumer Protection Policy (NCPP).
The Senior Counsel is recognized as a top PPP lawyer in Kenya, having drafted PPP regulations for multiple counties and advised on major infrastructure frameworks.
He has served as the Chair of the Department of Commercial Law and Associate Dean at the University of Nairobi.
Mumma has served as the Chairperson of the Water Services Regulatory Board (WASREB) and was a key member of the National Environment Tribunal.
At the request of the Law Society of Kenya, he authored the national Human Rights Reports for 2003 and 2004, displaying his human rights advocacy.
