EXPLAINED: Lapses in President Ruto’s Security and Why the Shoe Should Not Have Hit Him

The core duty of the Close Protection Officers (CPOs) is to create a physical shield around the President, especially in dynamic and high-risk environments like crowd interactions. A shoe being thrown and actually reaching the President indicates the protective bubble failed.

The incident of a shoe hitting the President is not just symbolic it’s an operational failure and a psychological victory for hostile actors. It raises concerns over the quality of threat detection, effective Response preparedness of the people mandated to protect the president and Coordination between layers of protecting the Head of state.

Under the Constitution of Kenya (COK) 2010 the Presidents security falls under National police service Act. Section 24 of the act establishes the Presidential Escort Unit (PEU), a unit drawn from majorly the Kenya Police, whose mandate is well spelt out primarily tasked to at all times protect the President. The PEU as often works with other Multi security agencies to form a joint operational command that protects the President.

Migori Incident where President Ruto was hit by a shoe

The Sunday incident where President William Ruto was hit by a shoe was a physical breach indicating a lapse in threat anticipation, protective formation, and command coordination within the Presidential Escort Unit.

Usually, an Effective presidential security is predictive, preventative, and aggressively proactive.

In as much as the crowd the President was addressing was not volatile, the PEU assumed their over-familiarity and relaxed protocols as visible with the proximity between President and where the shoe came from, in worse scenarios that exposure can quickly escalate into dangerous situations.

The Presidential protection protocols (PPP) evolve depending on the security demand. However, in set ups such as the one witnessed on Sunday in Migori, the VVIP demand for protection requires a few key organizations. Usually in protecting the President, the organization is in layers and rings.

Layered Security 

  1. Inner Security Ring

This includes the close protection officers you often see who should remain at least 1–3 meters close proximity of the President. They are composed of highly trained close protection officers (CPOs) with their tasks including physical shielding, immediate threat response, and tactical evacuation of the president in case of any alarm.

  1. Middle Ring

This ring manages immediate surroundings, crowd control, scanning, and barrier security. In most cases Includes plainclothes officers, DCI personnel trained at detecting any threat, and snipers in some instances.

  1. The Outer Ring

This is the layered cordon that has the General Service Unit (GSU), Recce Company and additional police officers. They oversee crowd dispersion, Human traffic control, surveillance, and threat detection from afar.

There have been allegations that the Sunday incident that saw a shoe from the crowd hit the president was a political stage management to dilute an opposition gathering that criticized the government.

Detectable security gaps 

However, questions emerged over the incident that in security and protection operations, such an incident is referred to as a protective detail breach or a close protection failure. Specifically, the incident raises what is referred to as:

Zone Breach: A failure in maintaining a secure perimeter (buffer zone) around the principal (President).

Threat Neutralization Failure: Inability to detect or intercept an imminent threat here, a thrown object before it makes contact with the President.

Proximity Control Failure: The “inner cordon” of bodyguards failed to shield the President from low-level projectiles.

Advance Work Failure:  In their Advance Reconnaissance the PEU must have a clear Designation of exclusion zones around the President and a thorough prior mapping of hostile groups or protest signals in the crowd.

The shoe attack incident exposed what should have been a Proper Layered Protection with a tighter inner ring that should physically screen and shield the President at all times. In such scenarios where the president is openly exposed an officer should be at the President’s “3 o’clock” and “9 o’clock” flanks to block projectiles or any physical contact.

Additionally, despite there being no imminent visible danger, there should be active threat observation where officers as in the case of Migori, constantly monitor crowd behavior for signs of aggression. In advanced protection infrastructures, Presidential securities deploy even use of drones and CCTV surveillance for crowd behavior analytics.

Standard Operating Procedures

For effective zoning and proper Buffer Management, the PEU sets up 3 security rings around the President. The Inner ring which has Presidential Escort Unit close protection officers & some officers drawn from the Recce Squad as the closest bodyguards.

Middle ring has GSU, and elite units drawn the joint operations command. The Outer ring involves the National Police service deployed officers and the NIS operatives mingling with the public.

The scene where a shoe was able to reach the president suggested a lapse in the layered defense, particularly with the middle and outer rings.

The reaction of the PEU in Migori rather than safeguarding the principal who was attacked in one of the rare gestures, they turned into the crowd and a forceful dispersion created a chaotic scene as people began to flee the scene.

Continuous Review

In protecting a principal equivalent to the President, the PEU must often review Presidential protection protocols (PPP) especially with crowd event SOPs (Standard Operating Procedures).

On several occasions, the president protection ring has seen significant lapses. Kenya’s president does not face any major geopolitical security threat hence the visible laxity in the security layers while internally protecting him.

In a proper protocol, reaction time to visible projectiles should be near-instantaneous, with bodyguards intercepting or shielding the principal. That shoe should not have touched the president. PEU is a fully-fledged team, which can handle the movement of the President anytime.

In close protection whether stage managed or an attack on the President, the PEU did not leave Migori with clean hands. Securing the president is an act that should be flawless and a citation of CPO’s trainees.
