Dr. Chris Kiptoo is the current Principal Secretary (PS) at the National Treasury. He was appointed by President William Samoei Ruto on 1st December 2022.
At the Treasury, Dr. Kiptoo is responsible for implementing fiscal consolidation, managing public debt (including the Eurobond), rationalizing public expenditure, mobilizing revenue, and reforming State-Owned Enterprises (SOEs).
Dr Chris Kiptoo’s Career
Dr. Kiptoo has had a distinguished career in the public sector.
Before joining the National Treasury, he served as the Principal Secretary in the Ministry of Environment and Forestry. Prior to that, he was the Principal Secretary at the State Department for Trade under the Ministry of Industry, Trade, and Cooperatives.
Earlier in his career, he worked in the Office of the Prime Minister during the Grand Coalition Government for four years. He served as an Economic Adviser to then Prime Minister Raila Odinga and also held roles as Deputy Economic Adviser and Director of Economic Policy Coordination.
Dr. Kiptoo has also worked with prominent institutions including TradeMark East Africa, the Central Bank of Kenya, the Capital Markets Authority, and the International Monetary Fund (IMF).
His focus across these roles was mainly on economic policy analysis.
His areas of expertise include the design and implementation of monetary policy, balance of payments and exchange rates, fiscal operations and policy, financial sector development, including capital markets, national accounts and macroeconomic forecasting, and modelling.
In addition, Dr. Kiptoo has experience in environment and climate change policy, trade policy and regional integration, private sector development and advocacy, infrastructure development, and institutional strengthening of government agencies.
Much of this experience was gained during his time at the Ministry of Environment and Forestry, the State Department for Trade, and TradeMark East Africa.
Education
Dr. Kiptoo holds a PhD in International Macroeconomics and Finance from the University of Nairobi. He pursued his bachelor’s degree at Egerton University in Kenya, where he studied Economics and Sociology.
The Treasury PS pursued his High School education in St. Patrick’s High School, Iten.
He is an accredited Fellow of the Macroeconomic & Financial Management Institute of Eastern & Southern Africa (MEFMI) in Macroeconomic Management and an Associate of the Kenya Institute of Bankers (AKIB).
Family
Dr. Kiptoo is married and has three children.

During his vetting as Principal Secretary in November 2022, Dr. Kiptoo declared a net worth of approximately KSh 338 million. He stated that his wealth primarily consists of immovable assets, including two houses (acquired during his time at the Central Bank and while serving as Principal Secretary) and land parcels in his home county.
