President Donald Trump, who previously advocated for federal oversight of elections and issued an executive order in March 2025 pressuring states to require proof of citizenship for voter registration, is now reportedly being urged to declare a national emergency over voting.
According to an exclusive report by The Washington Post, several of Trump’s supporters are now circulating a seventeen-page draft demanding an emergency over voting.
“Pro-Trump activists who say they are coordinating with the White House and are circulating a 17-page draft executive order that claims China interfered in the 2020 election, using this as a basis to declare a national emergency that would grant extraordinary presidential powers over voting,” the Washington Post reported.
The draft comes during Trump’s repeated promises to mandate voter ID and restrict mail-in ballots for the November midterm elections. Activists behind the draft reportedly expect it to play a role in any executive order he issues on the matter.

According to The Post, Florida lawyer Peter Ticktin, an advocate for a presidential order on voting, revealed that there is a situation where Donald Trump knows that the foreign interference may interfere with the election process in the U.S.
“We have a situation where the president is aware that foreign interests are interfering in our election processes. That constitutes a national emergency, requiring the president to take action’, Peter revealed.
Ticktin argued that claiming an emergency would give the president authority to restrict mail-in voting and voting machines, which he describes as potential vectors of foreign interference.
Trump has also called on Republicans to pass the SAVE Act, which critics contend could disenfranchise millions of Americans who lack passports or access to birth certificates, as well as those who have legally changed their names but have not updated all documents.
The Post reported that Trump has indicated he will act unilaterally to implement these changes if the bill does not pass before the midterms.
Under the SAVE Act, all voters in federal elections would be required to present a valid ID before registering, provide proof of citizenship, and abstain from voting by mail except in cases of illness, disability, military service, or travel.

The President has urged both Republicans and Democrats to support the legislation, emphasizing that requiring a voter ID is a basic safeguard that no responsible citizen should oppose. To participate in U.S. elections, you must be a U.S. citizen.
The SAVE Act also directs states to remove non-citizens from voter rolls. Compared to other countries, the United States lags in election security: India and Brazil link voter ID to biometric databases, Germany and Canada use paper ballots with chain-of-custody protections, and Denmark and Sweden restrict mail-in voting to those unable to vote in person. Currently, U.S. elections allow mass mail-in voting, sometimes even after Election Day, leaving the process vulnerable to errors and abuse.
The SAVE Act aims to modernize election protections and ensure that every American vote counts and is counted legally.
