Nairobi Senator Edwin Sifuna has slammed Energy Cabinet Secretary (CS) Opiyo Wandayi and his Cooperatives counterpart Wycliffe Oparanya for their recent conduct since joining the government.
Speaking on Thursday, September 12, the ODM Secretary General criticized Oparanya for changing his stance on the hustler fund.
Sifuna noted that Oparanya previously articulated ODM’s policy position on the hustler fund when he was the deputy party leader.
However, since assuming the CS position, Oparanya has adopted a different stance not associated with ODM.
“When he goes there and starts saying that he will begin chasing these young people, I remember being with him in Kamukunji, where he told the young people to accept the money,” Sifuna said.
“He assured them that it was a promise made during the campaigns that they would receive the money for free and would not have to return it. That is the position of ODM; that’s what the party is saying.”
Sifuna explained that ODM is not in government and added that the four CSs do not discuss policy proposals with the party officials.
He noted that ODM had a central management committee meeting on September 11, but the CSs were not part of it.

Sifuna Attacks Wandayi
Additionally, he revealed that CS Wandayi was supposed to appear before the Senate energy committee on Tuesday, September 10, to explain the reasons behind the recent nationwide blackout, but he failed to show up.
According to Sifuna, the letter from his Ministry stated that he was on a familiarization tour of Olkaria.
“There is no way you can serve three terms as a member of parliament without visiting the critical infrastructures of this country. I am sure Wandayi had the opportunity to visit Olkaria as an MP, but he was running away,” Sifuna said.
Sifuna maintained that the ODM party will still hold the CSs accountable, just like their Kenya Kwanza counterparts.

Bottom-Up Economic Transformation Model
According to Sifuna, President William Ruto stated that the CSs will implement the bottom-up economic agenda, which is not ODM’s agenda.
He added that the ODM CSs will face difficulties implementing the model, noting that even some Kenya Kwanza members do not understand it.
“We will ask those difficult questions because they do not come to us and explain the proposals they are taking to the government. I can assure you that those members are not there to do ODM’s bidding; they are members of the Kenya Kwanza government,” he said.
Additionally, Sifuna urged members of other political parties to stop speaking on matters relating to the ODM party.
